- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation requested and a written solicitation will not be issued. Solicitation Number W912PM-15-T-0016 is being issued as a Request for Quote (RFQ). The Government contemplates award of a single Firm-Fixed Price contract. This procurement is a full and open competition. The North Atlantic Industry Classification System (NAICS) code is 331210 with a small business size standard of 1000 employees. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-74. Description of requirement: The U.S. Army Corps of Engineers-Wilmington District is contemplating the procurement of stainless steel (SS) welded pipe, fittings, and motorized self-cleaning strainer needed for the repair of Francis Turbines for the Philpott Power Plant located in Bassett, VA. In accordance with FAR 52.225-1(41 U.S.C. chapter 83), Buy American statute, all items supplied must be American manufactured (to include both the foundry producing the raw steel and forming of the metal into finished components). The contractor must be able to provide all supplies per material and dimensional specifications. Material specifications for the piping will meet ASTM A312 (latest edition) for grade TP304L welded pipe only. Dimensional specification will meet ANSI/ASME B36.19 for welded stainless steel pipe. All pipe lengths will be twenty (20) foot. Material specifications for butt welded (BW) fittings will meet ASTM A403 (latest edition) for 304l. Dimensional specifications for BW fittings will meet ANSI B16.9, B16.28. Material specifications for flanges shall meet ASTM A240. Dimensional specifications will meet ASME/ANSI B16.5. Material specifications for Three Thousand (3000) pound fittings will meet ASME A-182. Dimensional specifications for Three Thousand (3000) pound fittings will meet ASME 16.11. All items must be in accordance with the attached Statement of Work and compliant per American Society for Testing and Materials (ASTM) and American Society of Mechanical Engineers (ASME) standards.
