- Under the authority of FAR 13.106-1(b)(1)(i) and FAR 6.302-1, the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), is publishing this notification to industry of a sole source fixed price contract award to JEL Management LLC. for the lease of three (3) Modular Building's for a three month period. The lease of the buildings includes Janitorial Service, Heating Ventilation and Cooling (HVAC) Service, Pest Control Services, exterior and interior building maintenance, maintenance of all fire extinguishers, smoke detectors, and provides all furniture and equipment associated with the existing buildings. This contract will be issued as a follow-on contract while the Government finalizes a long term solution. Award of a contract to any other source other than the incumbent in this case would result in cost inefficiencies and create unacceptable delays in fulfilling agency requirements. Any cost efficiencies reasonably expected to be gained through competition would be lost in the transition period to a successor contractor, particularly given the short duration of the proposed follow-on contract. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis is being published for information purposes only. Notice of intent is not a request for competitive proposals. A copy of the approved determinations, and findings for the sole source is available upon request.
