- Solicitation: H92222-15-R-NSCV Procurement Type: Competitive Title: Non-Standard Commercial Vehicle (NSCV) Classification Code: 23 - Ground effects vehicles, motor vehicles, trailers & cycles NAICS Code: 336112 - Light truck and Utility Vehicle Manufacturing PSC: 2355 Combat, Assault, and Tactical Vehicles, Wheeled Description: Non-Standard Commercial Vehicle (NSCV) Draft Solicitation and Industry Day Announcement Contracting Office Address: US Special Operations Command, Headquarters Procurement Division, 7701 Tampa Point Blvd, MacDill AFB, FL 33621-5323 The United States Special Operations Command (USSOCOM) will conduct a briefing to Industry in support of the Non-Standard Commercial Vehicle (NSCV) program. This Industry Day will occur on Thursday, 28 May 2015, from 0800 to approximately 1700 at the Unclassified Test Bed (UTB) Facility, 11300 Martin Luther King Jr. Street N. Ste 350, St. Petersburg, FL 33716. This announcement serves as a special notice and is issued for information and market research purposes only. The Industry Day does not constitute a formal solicitation for proposals. Industry Day attendance is voluntary and is not required for submissions to the formal NSCV request for proposals announcement which will be posted on a future date. This special announcement is associated with sources sought announcement solicitation number: H92222-15-R-NSCV. Industry Day will be dedicated to an information briefing, question and answer (Q&A) session, and one-on-one vendor/Government meetings. The one-on-one meetings are limited to contractors whose intent is to propose as Prime and currently hold a SECRET Facility Clearance and have the ability to store SECRET material as accredited by the Defense Security Service (DSS). These meetings will be limited to 30 minutes with the goal of discussing the vendor's current capabilities in regard to fulfilling the NSCV requirement. Contractors who do not intend to propose as a Prime may still attend the Industry Day information briefing and general Q&A session. All vendors must submit a registration form (one form per company). If desired, please request a one-on-one meeting on your registration form. If you request a one-on-one meeting, you must submit a copy of your current facility clearance with your registration form. USSOCOM is not sponsoring facility clearance requests for this effort. Potential offerors who would like to attend the NSCV Industry Day must register to the administrative Point of Contacts (POC) listed below no later than 2:00 PM Eastern Standard Time (EST) on 26 May 2015. This Industry Day will be UNCLASSIFIED. Due to limited seating, attendance is limited to three (3) per company for all sessions and one-on-one meetings. The technical capabilities of the UTB Facility will be provided to those on the attendance roster closer to Industry Day. The following is the anticipated schedule for Industry Day: 0800 -0830: Sign-In 0830-1030: Informational Session (Going over draft documentation) 1030-1130: General Q&A Session 1130-1300: Lunch 1300-End of Day: One-on-One Sessions Draft documents, to include a draft Performance Specification, draft Statement of Work, draft Contract Document Requirements Lists (CDRLs) and draft Contract Line Item Numbers (CLINs) Structure have been posted in an effort to gather Industry feedback. The draft classified Annex A to the Performance Specification is available upon request to the below POCs. In order to be granted access to the classified Annex A, contractors must intend to propose as Prime and must currently hold a SECRET Facility Clearance and have the ability to store SECRET material as accredited by the Defense Security Service (DSS). Contractors are encouraged to submit a copy of their current facility clearance and state their intent to propose as a prime contractor in order to facilitate timely delivery of Annex A. All questions and comments to the draft documents must be submitted via email to the administrative POCs listed below no later than 4:00 PM EST on 21 May 2015. All questions and/or comments should be submitted without contractor-identifying information included in the statement. It is the Government's intent to address submitted issues and comments at Industry Day. Questions received after 4:00 PM EST, 21 May 2015, may not be addressed by the Government prior to release of a final RFP package. The administrative POC for Industry Day registration and draft document comments: Mr. Craig Stiller, craig.stiller@socom.mil with copy to Ms. Michelle Cames, michelle.cames@socom.mil. The North American Industry Classification System (NAICS) code for this procurement is 336112, with a Small Business size standard of 1,000 employees. In order to gain access to the draft documents posted on FBO, contractors must request explicit access through FBO and be registered in www.SAM.gov under one the following NAICS code: 336112, 336112, 336120, 336992 or 336999. This special notice shall not be construed as a Request for Proposal or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. No other program information related to total dollars available, total quantity of vehicles authorized, or timeline for official solicitation release is available at this time. USSOCOM will continue to post information in accordance with the Federal Acquisition Regulation (FAR) to FBO as it becomes available.
