- Amendment Attachment, Drawing Sheet 2 Amendment 2 Pages 2-8 Amendment 1 Page 1, SF-30 This project is being performed on the Salmon River Ranger District of the Nez Perce-Clearwater National Forests in collaboration with the Nez Perce Tribe Watershed program. This project is for the removal of two existing corrugated steel culverts on Black George Creek and replacement with one 12' span by 5' rise by 48' long and one 12' span by 5' rise by 50' long, structural plate arch culverts on precast concrete footings. The work includes but is not limited to clearing and grubbing, erosion control measures, structure excavation, roadway embankment, removing and disposing an existing culvert, compaction, riprap, roadway surfacing, furnishing and installing a corrugated steel culvert, and all other incidental items necessary to complete the project in accordance with the plans and specifications. Pertinent details about the existing pipes are as follows: Black George #1: Culvert size 24 inch X 40 foot; stream bank-full width 12.6 feet; culvert slope 5.2%; upstream slope 5.2%; downstream slope 9.2%; outlet drop 0.31 feet, approximate fill height - 6 feet; road width 20 feet. Black George #2: Culvert size 24 inch X 40 foot; stream bank-full width 4.2 feet; culvert slope 6.9%; upstream slope 7.5%; downstream slope 6.7%; outlet drop 0.54 feet, approximate fill height - 6 feet; road width 25 feet. This project is located in the Nez Perce-Clearwater National Forests on National Forest System Road No. 309 at Mile Post 16.9 in the Salmon River Ranger District in Section 5, T. 27 N., R. 4 E., Idaho County, Idaho. The road is open to public traffic and the site is accessible via Hwy 14 with a 2-wheel drive vehicle. The Government's construction estimate is between $100,000 and $250,000. No formal pre-bid tour is planned. It is anticipated that the solicitation will be issued in early May. Construction work on the project shall commence no earlier than July 1, 2015; all work shall be completed by September 15th, 2015. All in-stream work must take place between July 15th and August 30th. Original bid bonds will be required for offers that exceed $150,000. The acquisition has been set-aside for HUBzone certified small businesses. Notice was updated on 4/14/15 to correct the approximate fill heights over the existing culverts; neither pipe is covered by more than 6 feet of fill. The access information was also updated and 3 site photos were added to the presolicitation. Solicitation was issued on 4/30/15 with a response deadline of 6/1/2015. A solicition amendment was issued on 5/7/15 to correct a significant quantity error in the Schedule of Items B-1. The government also changed the sources for the unclassified borrow and crushed aggregate from contractor furnished to government furnished in an effort to economize. This resulted in multiple changes to the solicitation, supplemental specifications and drawings. Deadline for receipt of offers was not extended. Contractors must acknowledge receipt of the amendment.
