- Special Notice FA4610-15-R-0016 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE 30 th Contracting Squadron, Vandenberg AFB, CA intends to award a hybrid contract (CPFF/FFP/COST) on a sole source basis with an effective date 01 Sep 15 and potentially ending 31 Aug 16, (contemplating a 6-months base and two 3-month options for a total of 12 months) to InDyne, Inc. Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Currently, the 614 ACOMS IT support requirements are presently being performed under various Task Order Directives (TOD)s under the basic terms and conditions of the VAFB Western Range Operations Communications and Information Contract (WROCI). The TODS under which the work to accomplish the requirements expire midnight 24 Sep 15. There is an acquisition currently being worked by 30 CONS to award a 5-year contract for 614 ACOMS IT support requirements, using NETCENTS. However, there will be a gap from current expiration on the WROCI contract 24 Sep 15 and award of a new contract o/a 20 Jul 16, with performance beginning 1 Sep 15, This sole source award to InDyne, Inc., will accomplish this work during this gap time period. Due to the critical nature of the 614th ACOMS IT support to national defense and the need for uninterrupted service, it's in the government's best interest to award a sole source short-term interim contract to InDyne, Inc. This contract shall support the 614 Air and Space Communications Squadron (ACOMS) in supplying 24/7/365 Information Technology (IT) services for the Joint Space Operations Center (JSpOC). Additionally, the contract shall support 614 ACOMS IT services for Fourteenth Air Force (14 AF) and Joint Functional Component Command for Space (JFCC SPACE) customers at Vandenberg AFB. The 614 ACOMS mission at Vandenberg is to sustain, integrate, and protect the cyber infrastructure for the world's only JSpOC. The JSpOC is a synergistic command and control weapon system focused on planning and executing United States Strategic Command's (USSTRATCOM's) JFCC SPACE mission. The purpose of the JSpOC is to provide a focal point for the operational employment of worldwide joint space forces, and enable the Commander, JFCC SPACE (CDR JFCC SPACE) to integrate space power into global military operations. The scope of this contract is to operate and maintain the IT infrastructure, consisting of multiple networks, numerous C4I systems, and client devices, required for continuous 24/7/365 JSpOC operations. Additionally this contract covers requirements necessary to provide IT services supporting the JSpOC 14 AF and JFCC SPACE customers residing in multiple locations on Vandenberg AFB. Services provided shall follow Government approved standards such as the Information Technology Infrastructure Library framework. Mission assurance for the JSpOC necessitates no breaks in service. The loss of the WROCI contract poses an immediate risk due to the unique operations and maintenance of JSpOC' S critical mission systems. The transition from WROCI to LISC also poses a threat to JSpOC's critical mission systems. In order to reduce the risk associated with the potential loss of current subject matter experts (SMEs) due to the change in the Western Test Range O&M contract from WROCI to LISC, it is necessary for the 614 th ACOMS to increase the prioritization of current efforts to document system architectures, configurations, processes and procedures. InDyne's intimate knowledge of the systems, configuration, processes and procedures is critical to mitigating the risk associated with LISC. JSpOC cannot afford the time it would take to have another contractor become familiar with their systems architectures, configurations, processes and procedures, and be able to adequately develop the documentation so critical to mission assurance due to the LISC. Therefore, 30 th Contracting Squadron intends to execute this action as a sole source to InDyne, Inc. InDyne, Inc. is the only company capable of adequately providing the Range Operations Support in a timely manner and without a break in service. Also, they are the only company possessing the intimate knowledge associated with the architecture, configuration, processes and procedures critical to JSpOC in ensuring that the risks associated with the expiration of the WROCI and the transition to the LISC can be mitigated. The closing date for any responses to this proposed contract action is 22 May 15.
