- Description
- The Naval Air Systems Command (NAVAIRSYSCOM) intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N00019-14-G-0022 to Rockwell Collins, 400 Collins Road NE, Cedar Rapids IA 52496-0001 on an other than full and open competitive basis. This contract will be for Software Support, Non-Recurring Engineering, and associated training to update and maintain the existing VH Common Avionics Architecture System (CAAS) in support of the Cockpit Upgrade Program (CUP). Rockwell Collins is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order, based upon responses to this notice, is solely within the discretion of the Government.
