McDowell Rd, Phoenix, AZ 85006 Description: NO OTHER INFORMATION WILL BE AVAILABLE UNTIL POSTING REQUEST FOR QUOTATION AG-94TZ-S-15-0018 Plateau Facilities Fire Protection Project (PFFPP) Stewardship Project on the Kaibab National Forest. It is expected that a pre-quote conference will be held. Details regarding the conference will be included in the RFQ package. The Forest Service contemplates posting a solicitation for this procurement on or about May 22, 2015 with quotations due June 22, 2015. Set-Aside: The proposed procurement is unrestricted per stewardship authority. The solicitation and resultant contract is a stewardship project in accordance with Section 8205 of Public Law 113-79, the Agricultural Act of 2014. This grants the Forest Service and the Bureau of Land Management authority to enter into stewardship contracting projects with private persons or public or private entities, by contract or agreement, to perform services to achieve land management goals for the national forests or public lands that meet local and rural community needs. This acquisition has been tailored to fit the Government's method of trading goods for services. The purpose of this Request for Quotations is to secure a complete set of services to: reduce hazardous fuels surrounding plateau facilities, including trees infested with Western spruce budworm, and to reduce risk of uncharacteristic stand replacing wildfire directly related to excessive stand density, fuel loading, ladder fuels and lack of suitable openings in the tree canopy. The PFFPP project is designed to protect structures or facilities on the Kaibab Plateau as well as the general public that uses the area for recreational purposes by creating defensible space. The goods and the service in this stewardship project shall be performed on the same 705 harvesting acres. The goods portion of work is to be completed first and includes harvesting marked, merchantable ponderosa pine, white fir, subalpine fir, Douglas-fir, Engelmann spruce sawtimber. The service work has three components; 1.) Thinning of Non-sawtimber Material, 2.) Non-commercial thinning of trees one foot tall and taller up to 4.9" DBH, and 3.) Hand piling of thinning slash with optional removal. Service Project #1, "Thinning of Non-sawtimber Material," will include thinning both designated (cut-tree marked) and undesignated 5.0 -8.9" DBH trees. The designated non-sawtimber, totaling approximately 12,100 trees, is required to be removed and may be harvested in concurrence with the sawtimber harvest, while the remainder of undesignated non-sawtimber shall be subsequent to the above and may be removed at the Contractor's discretion. This RFQ incorporates an Integrated Resource Service Contract with provisions for Timber Removal. Utilizable/Merchantable material shall be exchanged to offset the cost of services to be performed (non-commercial thinning). Location of Project: This Stewardship Project lies in the center of the North Kaibab Ranger District of the Kaibab National Forest. The project area is 25 miles south Jacob Lake, AZ and 13 miles north of the North Rim of the Grand Canyon, in T. 25 N., R. 1 E., Sections 1 and 2; T. 25 N., R. 2 E., Sections 7, 13, and 23-25; T. 25 N., R. 3 E., Sections 18, 19, and 30; G&SRB&M, Coconino County, Arizona. The period of performance on this contract is from the date of Notice to Proceed with a contract calendar day time of 460 days. Estimated project start date: September 1, 2015. The solicitation will issue on or about May 22, 2015 with Quotes due June 22, 2015 2:00 p.m. local time. Award will be made on Best Value basis evaluation criteria which will include utilization of local workforces as well as other factors. All evaluation criteria will be stated in the solicitation.
