- Draft NPWS Sample Task Order for Modernization Draft NPWS Task Order for Sustainment Draft Statement of Work This is an update to a Pre-Solicitation Notice issued on November 20, 2014 for Request For Proposal (RFP) HSFE50-15-R-0002, FEMA's National Public Warning System (NPWS) in order to provide a Draft IDIQ Statement of Work, Draft Task Order for Sustainment and a Draft Sample Task Order for Modernization. An updated Notice does not constitute a Request For Proposal (RFP), nor does its issuance restrict FEMA's acquisition approach in any manner. The Federal Emergency Management Agency (FEMA) intends to release the RFP for the aforementioned services on or about June 10, 2015. The solicitation will be available via internet at http://fedbizopps.gov. Once the RFP has been released, a Pre-Proposal Conference will be held at FEMA/NCP Headquarter, 500 C St., SW, Washington, DC. The Pre-Proposal Conference will allow the NCP IPAWS program office to present additional information about the NPWS program to prospective offerors, and will provide an opportunity for limited questions and answers between the program office and prospective offerors. Offerors are encouraged to submit any questions related to the program and the RFP to the Contracting Officer by e-mail in advance of the meeting, so the program can be prepared to respond to those questions. No classified information will be discussed during the conference however, attendees shall be required to sign a Non-Disclosure Agreement. Attendance at the meeting is limited, open only to employees of companies that currently possess an active Top Secret Facility Clearance, which is a requirement to submit a proposal in response to the RFP. An ISFD verification demonstrating that the prospective Offeror (prime contractor) currently holds an active Top Secret Facility Clearance will be required of any prospective offeror wishing to attend the Pre-Proposal conference. Prospective offerors are encouraged to review these draft documents and submit questions or comments via email to the Contracting Officer, Ms. Lori Smith, at lori.smith@fema.dhs.gov.
