- Request for Information (RFI) Sustainment of Enterprise Voice System (EVS) Proof of Concept, Office of Information and Technology (OI&T), Service Delivery and Engineering (SDE) and Enterprise System Engineering (ESE) Introduction: This is a request for information only. Do not submit a proposal or quote. As a part of the Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) market research process, this request for information (RFI) will be used to assist VA in finalizing the Performance Work Statement (PWS) for Enterprise Voice System (EVS) Sustainment of Proof of Concept Sites and formulating an acquisition strategy. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. VA deployed a Proof of Concept (PoC) for the Enterprise Voice System (EVS) that provides voice services to locations within the Montana Healthcare System, Tennessee Valley Healthcare System, and locations associated with the Ralph H. Johnson Medical Center in Charleston, SC. A high-level diagram depicting the EVS PoC architecture is included in PWS Section 5.2.1. This effort shall provide operation, maintenance, administration, provisioning and repair of VA's Enterprise Voice System Proof of Concept systems. The Contractor shall also augment the existing EVS PoC architecture as needed to support capacity needs at the existing EVS PoC sites. This market research will assist the Government in determining interested parties. Nothing in this document should be considered binding or in any way obligate VA to perform. We welcome comments or suggestions on any part of this document. Responses to this RFI are requested by 12:00 P.M. Eastern Time on Friday May 22, 2015. Please send all inquiries to Justin Helfman, Justin.helfman@va.gov Questions and Critical Considerations for interested Contractors: Responses to this RFI by interested parties will be used as part of market research by VA representatives to finalize the PWS and develop the acquisition strategy. In accordance with FAR 15.201(E), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process. This announcement is based upon the best information available, is subject to future modification, is not a request for proposal, and in no way commits the Government to award of a contract. The VA will not be responsible for any costs incurred by responding to this RFI. This is a request for information only. It is requested that all companies interested in participating in this effort please note their interest, provide which Contract Vehicles they are a part of, and provide indication of their respective capabilities to perform the effort as described in the paragraphs below. The page limit for RFI responses is 15 pages. Drawings may be included as attachments and are not counted against the page limit imposed. It is also requested that the prospective Contractor respond to the following questions: RFI Questions for Vendors: A listing of the questions for PoC sustainment is provided below: 1.Has the draft PWS and associated attachments provided sufficient detail to describe the technical, management, operational and functional requirements that encompass the desired implementation? i.______ YES _______ NO (if No, please answer question 2) 2.Please provide your technical, management, operational and functional comments/recommendations on elements of the draft PWS that may contribute to development of a more accurate, complete and cost effective proposal submission. 3.What additional details are needed beyond what is provided in the attachment to successfully price and continue sustainment for EVS Proof of Concept sites? 4.Identify the relevant operational and technical impacts associated with integrating (2) two additional EVS Cores located at (2) two additional sites and Regional Distribution Architecture into the EVS PoC Sustainment architecture. (Addendum H) 5.Referencing industry best practices, provide insight into sustainment considerations to include management, risks, processes and staffing models that support the EVS POC. 6.Provide a timeline to complete transition of sustainment support from incumbent to awardees in base year with major milestones from the time of award. 7.Are there any special considerations that need to be taken into account when performing operations and maintenance of voice services for healthcare facilities such as hospitals and clinics? List out and define. 8.Provide insight into optimizing reporting approaches for incident management. 9.Referencing industry best practices, provide recommendations for operations and maintenance of EVS PoC. 10.Provide insight into the methods of verification that Change, Configuration and Asset Management processes comply with VA directives, policies and standards. 11.Provide insight into the methods of verification that EVS performance meets VA business needs. 12.Provide insight into the methods of verification that Security Management of EVS complies with VA directives, policies and standards. 13.Provide insight into industry best practice, for execution of the optional tasks listed. 14.What additional information would be required to successfully support new facilities, similar, but unrelated to the PoC sites?
