Description
Seeking potential qualified firms to fabricate and Deliver two (2), metal navigation lock valve bulkheads. Each bulkhead will be constructed with A-36 and A-992 Grade 50 steel and will be 13'-9 quote mark by 13'-10 quote mark and each will weigh about 13,000 pounds. Fabrication, welding, and painting are required. The contractor will be responsible for all, supervision, labor, plant, equipment, materials, supplies and all other things necessary for the fabrication, and delivery of the bulkheads. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement in fiscal year 2015 for the fabrication and delivery of a number of complete anchorage assemblies plus options to acquire addition assemblies. This future requirement for procurement will be for approximately 22 assemblies plus additional assemblies as options. There are 5 different types of anchorage assemblies to accommodate the different requirements of the various locks. The assemblies will be shipped to two separate locations to be received by the Corps. Forging, fabrication, machining, welding, and painting are required. The contractor will be responsible for all, supervision, labor, plant, equipment, materials, supplies and all other things necessary for the fabrication, and delivery of the anchorage assemblies. The contractor will fabricate and machine all the components for each type of anchorage assembly. General - The anchorage assembly consists of a cast forging hub plate that will accommodate a large gudgeon pin that will act as the upper hinge for the miter gate. The hub plate is anchored into the lock chamber walls by two cast forged anchor links that are attached to the hub and wall structure by connector and anchor pins, with the hub plate connection utilizing pins with spherical bushings. The anchor links are comprised of two haves that are joined by a large adjustment nut held in place by smaller jam nuts. A complete assembly will include the hub plate, gudgeon pin and bushing, 2 complete anchor links with their respective spherical bushings and connector pins, anchor pins and bushings, adjustment and jam nuts, and all keeper bars for the pins. The Government will arrange for off-loading the assemblies from the Contractor's transport vehicle. The Contractor will deliver a number of assemblies to the Tennessee-Tombigbee Waterway Project Maintenance facility in Columbus, MS and a number of the assemblies to the Black Warrior/Tombigbee Maintenance facility in Tuscaloosa, AL. The Contractor will deliver the bulkheads to the Demopolis Lock and Dam located near Demopolis Alabama. The contract will allow fifteen months for the fabrication and delivery of the described components and will allow nine months for the fabrication and delivery of bulkheads. This is a Market Research and Sources Sought Notice only. No award will result from this Sources Sought Notice. There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor's responsibility to monitor the Government Point of Entry for the release of any solicitation. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Small Business, HUBZone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 332312, the small business standard for which is 500 employees. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as, Small Business, HUBZone, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, Large Business Concern, etc.) Shall be indicated on first page of submission. 3. Contractor shall identify the percentage of items sold in the commercial marketplace and the percentage of items sold to government agencies. 4. Documentation should be submitted with the following considerations: a. Describe your experience in fabricating bulkheads or other hydraulic steel structures of similar or larger size. b. Describe your experience in manufacturing steel parts of similar or greater size and complexity. The above requested information shall not exceed a total of five (5) pages on 8.5 quote mark x 11 quote mark paper, 12 point Times New Roman font, with a minimum of one (1) inch margins all around. Please do not provide standard marketing brochures or catalogs. Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 18 May 2015, 2:00 p.m. CDT. Responses received after this date and time may not be reviewed.
