Description
INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-15-207 and the solicitation is issued as a Request for Quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 333314 - Optical Instrument and Lens Manufacturing - and the associated small business size standard of 500 employees. SET-ASIDE STATUS This combined synopsis solicitation is a 100% small business set-aside. Only small businesses, with the associated NAICS code of 333314 and the small business size standard of 500 employees are invited to submit a quotation. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81, dated April 10, 2015. The resultant contract will include all applicable provisions and clauses in effect through this date. PURPOSE OF THE REQUIREMENTS The mission of the National Institute of Mental Health (NIMH) is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. In pursuit of this mission, NIMH, Laboratory Systems Neuroscience may require a long-range wavelength fixed bandwidth laser. The laser will be used to stimulate opsin labeled nerve cells deep inside the brain. The long-range wavelength is necessary to penetrate deep into the brain tissue. A fixed wavelength laser can be used for these optogenetic stimulations. The laser will be integrated into an existing two (2) photon imaging system used to record neuronal populations in the awake behaving rodent. The long-range laser will allow for the selective perturbation of subsets of neurons during behavioral performance. The ability of selective stimulation is crucial to examine the contribution of neuronal dynamics to information processing in the brain. EVALUATION CRITERIA Offers will be evaluated on the basis of technical capability and best value in relation to price. RESPONSE FORMAT Interested parties are encouraged to submit a quotation that responds to the requirements stated in this Combined Synopsis Solicitation.
