- REQUEST FOR QUOTATION THE EASTERN FEDERAL LANDS HIGHWAY DIVISION (EFLHD), OF THE FEDERAL HIGHWAY ADMINISTRATION (FHWA), INTENDS TO PROCURE TEMPORARY ENGINEERING TECHNICIAN II SERVICES (WAGE DETERMINATION NO. 2005-2493, REVISION NO. 20, OCCUPATION CODE: 30082), DATED DECEMBER 22, 2014. TWO POSITIONS ARE REQUIRED. RESUMES SHOULD BE PROVIDED WITH RESPONSES. THE PERIOD OF PERFORMANCE TO BE FROM DATE OF AWARD THROUGH SEPTEMBER 30, 2015, NOT TO EXCEED 120 DAYS (960 HOURS) PER POSITION. THE GOVERNMENT WILL NOTIFY AT LEAST ONE WEEK PRIOR TO CANCELLATION. THE PRIMARY LOCATION FOR PERFORMANCE OF SERVICES IS AT THE FEDERAL HIGHWAY ADMINISTRATION (FHWA), EASTERN FEDERAL LANDS HIGHWAY DIVISION (EFLHD), LOCATED AT 1827 JACK DELOZIER DRIVE, SEVIERVILLE, TENNESSEE. DAILY TASKS INCLUDE, BUT ARE NOT LIMITED TO, ASSISTING OTHER SUBSURFACE EXPLORATION PERSONNEL, UTILIZING POWER DRILLING EQUIPMENT, HAND EXCAVATION TOOLS, LIGHT EXCAVATION EQUIPMENT, GEOPHYSICAL EQUIPMENT, AND OTHER ROUTINE GEOTECHNICAL INSTRUMENTATION AS REQUIRED. ASSIST IN SITE ACCESS AND LAYOUT BY CLEARING BRUSH AND SMALL TREES USING BRUSH AXES, CHAIN SAWS, LIGHT EXCAVATION EQUIPMENT AND OTHER TOOLS AND EQUIPMENT AS REQUIRED. ASSIST IN DRILLING OPERATIONS BY CLEARING RIGHT-OF-WAY TO LOCATION AND LOADING AND UNLOADING OF DRILL AND AUXILIARY EQUIPMENT. ASSIST IN THE SETTING UP AND OPERATION OF AUGER, CABLE TOOL AND ROTARY DRILLING EQUIPMENT TO OBTAIN SOIL AND ROCK SAMPLES. ASSIST IN REMOVING SAMPLES FROM SAMPLE BARRELS. ASSIST IN SETTING UP EQUIPMENT SUCH AS LEVELING MACHINE AND SETTING UP MAST ON DRILL RIG DURING DRILLING OPERATIONS. ASSEMBLES AND DISASSEMBLES DRILL RODS AND CORE BARRELS USING WRENCHES AND OTHER TOOLS. ASSIST IN SETTING DOWNHOLE INSTRUMENTS (PIEZOMETERS, INCLINOMETERS, ETC.) ASSIST IN MAINTENANCE OF DRILLING EQUIPMENT BY CLEANING TOOLS AND EQUIPMENT AND OILING AND GREASING PARTS. DRIVE 1 TO 5-TON TOOL AND WATER TRUCK, OR PERSONNEL CARRIER TO AND FROM DRILLING SITES. WORK IS PRIMARILY PERFORMED IN THE FIELD AND REQUIRES GOOD PHYSICAL STRENGTH AND STAMINA. THE WORK REQUIRES STANDING, WALKING, OR BENDING MOST OF THE WORK DAY, FREQUENT AND OPERATED LIFTING OF OBJECTS IN EXCESS OF 60 POUNDS, USE OF BOTH HANDS AND FEET TO OPERATE MACHINERY, GOOD PULMONARY FUNCTION, GOOD BALANCE AND COORDINATION, TOLERANCE OF HEAT AND COLD, AND WILL BE REQUIRED TO OBSERVE ESTABLISHED SAFE WORKING PROCEDURES. EMPLOYEES CAN EXPECT FREQUENT TRAVEL OF EXTENDED DURATION WITHIN THE EASTERN HALF OF THE UNITED STATES. IMPORTANT PAYMENT REQUIREMENT: IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 4.1102, PROSPECTIVE CONTRACTORS SHALL BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) DATABASE PRIOR TO AWARD OF A CONTRACT. ALSO, FAR CLAUSE 52.232-33 REQUIRES SAM REGISTRATION FOR PAYMENT. SAM REGISTRATION IS AVAILABLE ONLINE AT WWW.SAM.GOV.
