Description
The U.S. Department of Transportation, Office of the Assistant Secretary for Research and Technology, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for services related to the Identification of Psychological Theories to Best Support Distracted and Impaired Driving Communication Campaigns. The solicitation will be competed as a Full and Open competition and is intended for a single award. The Government intends to award a cost-plus-fixed-fee completion type contract. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. The term of the contract is estimated to be 40 months from the date of award of the contract. The purpose of this contract is to identify the psychological and communication theories that best support communication strategies and campaigns for distracted and alcohol-impaired driving, identify non-high visibility enforcement model materials currently used and which, if any, employ psychological and communication theories, and consolidate that information in a non-technical, user-friendly format that can then be provided to States and local jurisdictions for future efforts. The project will transition research findings regarding effective health and safety communication campaigns that were based on communication and psychological theory and apply them to communication campaigns that address distracted and alcohol impaired driving. The information shall be provided to States and local jurisdictions in a useful format for future use. The North American Industry Classification System (NAICS) code for this acquisition is 541720 - Research and Development in the Social Sciences and Humanities, with a small business size standard of $20.5 million. The estimated release date of the solicitation will be on or about May 26, 2015. Proposals will be due approximately 45 calendar days following the issuance of the solicitation. The Volpe Center uses electronic commerce to issue Request for Proposals (RFP) and amendments to RFPs. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FBO) website: https://www.fbo.gov/. Paper copies of these documents are not available and no hard copies will be mailed. The Government will not pay for any documentation provided in response to this synopsis and any documentation received will not be returned to the sender. Prospective Offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on the FBO website. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
