- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Amirix Systems, Inc. dba VEMCO for purchase of following products and analysis: 1) V9-2x-A69 acoustic tags, qty 28 each; 2) V9-2x-A69-1601 reference tags, qty 2 each; 3) VR2W-69kHz receivers, qty 3 each and 4) VPS analysis. The office of National Marine Fisheries, Northwest Fisheries Science Center located in Seattle, WA is currently conducting a research study entitled: Mouth of Columbia River Beneficial Dredging Program: Benthic Impact Study. The purpose of this study is to understand and monitor the effects of sediment disposal events on the Dungeness crab community at the mouth of the Columbia River using acoustic telemetry. The system includes acoustic receivers that are designed to function in an array to precisely ascertain the position of organisms over time and miniature acoustic transmitter tags with sufficient range and battery life. The requested products are elements of existing acoustic telemetry system. The acoustic equipment are needed to expand the receiver array and replenish tags supply to continue experiments initiated in 2014. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Amirix Systems, Inc. dba VEMCO can complete the work and provide the deliverables under this contract. However, firms that believe they can provide the supplies and services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
