- THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Overview: The VA, Strategic Acquisition Center (SAC), in Fredericksburg, VA, on behalf of the VA, National Cemetery (NCA) is seeking to gain knowledge of potentially qualified Contractor's to provide Medal of Honor (MOH) Memorial Headstones and Markers. A detailed description of the following materials and services is contained in the attached draft SOW: A. Provision of Upright and Flat Marble Medal of Honor (MOH) Headstones B. Provision of Upright and Flat Granite MOH Headstones C. Inscription of Headstones with applicable data D. Application of litho-chrome to inscriptions F. Packing and palletizing of headstones or markers for shipment The MOH Memorial Headstone and Marker effort requires that the contractor will provide all Granite and Marble materials, inscription, packaging and palletizing of the Headstones and Markers for shipment as outlined in the attached draft SOW. Granite and Marble material must meet the exact standards as outlined specifically in sections 3.5 and 3.6 "Material" and 3.7 "Finish". Details on the sources of supply and workmanship requirements are found under section 4.0 "Scope of Work". Testing requirements for stone materials is outlined under section 6.0 "Quality Assurance" and Packaging requirements are highlighted under section 9.0 "Packaging". Under the current draft SOW, the delivery requirements for completed monuments is "within 20 calendar days FOB" under section 11.0 "destination Point". This requirement may be reduced to 10 days FOB when the SOW is finalized. SAC Fredericksburg may award a multiple year contract which will be for Task Orders on a Firm-Fixed-Price basis. Quantities of MOH Headstones and Markers required are not expected to exceed 25 total for each year of the base year and 4 option year periods as currently envisioned for this contract. RESPONSE INFORMATION: Response to this RFI must be submitted to Blake.McIlvane@va.gov. If your organization has the potential capability to provide the services listed in the PWS, please provide the following information: A.Org Information - Provide general information on your organization (i.e. name, address, email, etc.) B.Service Info - Provide the applicable NAICS for this requirement. Socioeconomic information pertaining to your business, i.e. small business, Disabled Veteran Owned Small Business, etc. C.Ability to provide the requirements listed in the draft SOW and any prior experience. Responses must be received by this office on or before 2:00 PM EST on May 15, 2015. This RFI is not a commercial solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information.
