Description
Please note the additional Q&A's below: USTDA has received inquiries regarding the number and detail required in the civil and electrical infrastructure drawings for Task 5 (Basic Civil Design). In response, it is anticipated that the Contractor will design all necessary civil and electrical infrastructure for the Project to-scale and with enough detail so that the designs can be used as a basis for cost estimating and for future civil consultants to utilize the information for detail design and construction design. USTDA has received inquiries regarding whether the selected Contractor is expected to carry out a bore hole survey. The answer is yes, per the Terms of Reference, under Task 7, "...the Contractor shall...conduct and evaluate soil borings at positions sufficient for basic foundation design." A geotechnical report and other data concerning land and water from Phases I and II would be made available to the selected Contractor. Since Phase III is further offshore, separate geotechnical and other data must be collected for a better civil design. USTDA has received inquiries regarding the extent of Task 8 (Foundation Design), in particular, whether any design undertaken at this stage would be expected to be indicative only. In response, per the Terms of Reference, under Task 8, "The Contractor shall consider the potential turbine configurations and soil conditions at the Project site and make preliminary designs and associated cost estimates for one or more foundations..." In addition, the deliverable for Task 8 mentions detailed preliminary foundation design drawings. USTDA has received inquiries regarding whether the selected Contractor is expected to carry out an environmental and social impact assessment (ESIA) and what is meant by a "preliminary" ESIA in Task 10. In response, the requirement in Task 10 is for a preliminary environmental and social impact assessment (ESIA) only. A preliminary ESIA includes the groundwork for a full ESIA, as it still addresses standards that would be expected by international multilateral agencies such as the Export-Import Bank of the United States and international financiers. From the information collected, the selected Contractor is expected to provide a preliminary ESIA satisfying both local and Work Bank regulations. The selected Contractor may use U.S. or local subcontractor(s) during the completion of the Terms of Reference, subject to USTDA's Nationality Requirements as outlined in Annex 3 of the RFP. USTDA has received inquiries regarding the estimated area of the Phase III wind farm. In response, the total area of Phase III has not been officially limited yet. The total area will be based upon turbine layout and selection. USTDA has received inquiries regarding the estimated area of the Phase III wind farm in relation to Phases I and II. In response, please see the answer above. There are no current restrictions. USTDA has received inquiries as to the percentage of the estimated area of the Phase III wind farm is on shore and offshore. The answer is Phase III is completely offshore and is located further offshore from Phase I and Phase II. USTDA has received inquiries regarding the estimated number of soil borings. In response, it is expected to follow Vietnamese regulations on the number of soil borings based on the total area of the turbine layout for Phase III. It is anticipated that the number will not be less than the number for Phase II. USTDA has received inquiries as to the estimated depth of the soil borings. In response, it is expected to be about 100 meters deep unless it reaches the hard base to ensure quality. Soil in the area where Phase III is expected to be about the same or slightly different from that of Phase I and Phase II, since it is further offshore. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 11:59 PM local (Vietnam) time on May 15, 2015.
