- LIMITED SOURCE JUSTIFICATION 1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity. 2. The action submitted for approval is the acquisition of a brand name product under Aseptico Electronic Catalog (ECAT) contract SPM2DH-13-D-8217. 3. The Medical Equipment Maintenance Division, USAMMA has the following requirement for the Aseptico portable scrub sink. Item: Portable Field Scrub Sink MFG (Aseptico) Part Number: ADU-42CF NSN: 6530-01-572-6775 Quantity: 100 Each Aseptico Unit Price: $4,655.00 *(Price break) Aseptico Estimated Dollar Value: $465,500.00 (See quote) 4. This action is being conducted under the Multiple Award Schedule Program. The authority waiving the competition requirements is FAR 8.405-6(b)(1), items peculiar to one manufacturer and DFARS 208.406-1, Order Placement. The US Army Medical Material Development Activity advises that Aseptico is the only manufacturer of the portable scrub sink. This sink will be used to replace the obsolete Ran-Paige surgical scrub sink authorized in 26 different medical unit assemblages. This Aseptico has a current ECAT contract. This competitive vendor is the only available ECAT source for this item. No other source is available. The revised ECAT quote from the vendor represents the best pricing offered to the Government. 5. The contracting officer has determined the price of the required item fair and reasonable at the time of award of the ECAT contract based on pricing received and previous purchases of the same items/services by DLA Troop Support. The ECAT vendor was requested to provide a written best price quote in an attempt to obtain a lower price on this ECAT cart purchase. The vendor lowered its pricing by approximately $30.00 on each unit. This acquisition represents the best value to the Government consistent with FAR 8.404(d) and will result in the lowest overall cost alternative to meet the customer's needs. 6. Market research, as of 4 May 2015, included a search of the ECAT system, testing and source selection by USAMMDA and the Air Force Medical Evaluation Support Agency and, contact with the vendor and customer; there were no additional sources found that can meet the Government's requirements. There are no additional facts supporting this justification. WebFlis was also checked to determine if any other sources existed. None were found. 7. Aseptico has been chosen as the awardee based on its features, ease of use in a field environment, no training requirement and pricing which represents the best pricing offered to the Government. The ECAT vendor has the opportunity to add products that fall within the scope of the ECAT contract at any time; however, any offers from other than those offering the required item will have to undergo evaluation and testing and have the approval of all the US military services. 8.
