- Pre-solicitation Notice: This is the pre-solicitation notice for the Questa Waterline Replacement Construction project. The solicitation will be issued as a request for Quotation (RFQ) requiring the potential contractor to provide responses to evaluation criteria comprised of technical and price factors. Project Description: DESCRIPTION OF WORK A. This work shall include replacing existing waterlines with 2" Schedule 40 PVC waterlines including new valves. Existing waterlines will be abandoned in place. B. The work includes installation of water hydrants. C. The work also includes the saw cutting of asphalt parking lot and concrete sidewalks that are in the path of the new waterlines. Concrete patches in asphalt and new concrete sidewalk sections shall be constructed where trenching has occurred. D. Removal and replacement of vehicle detection loop wire (automatic security gate) after installation of new waterline. E. Contractor is responsible for calling a private utility locater service prior to any excavation. F. Contractor is responsible for repair or replacement of any utilities that are damaged due to excavation. G. Remove existing hydrants, valves and cap abandoned waterlines that are exposed as a result of excavation. CONTRACTOR QUALIFICATIONS A. All utility work shall be performed by a licensed plumber in the State of New Mexico. The Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. The NAICS Code for this project is 237110. Solicitation documents will be available for download from this website on or about May 22, 2015. Prospective contractors shall submit their quotations via e-mail to Joseph Varoz, CO (jvaroz@fs.fed.us). Set-Aside: This project is 100% set aside for small business concerns. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Reqistration (CCR) and On-line Representation and Certification Application (ORCA) databases.
