- This announcement is not a request for proposals. Contractors shall not submit proposals in response to this notice. Light Air Warrior System (LAWS) - Product Manager Soldier Protective Equipment (PM SPE) in support of Air Soldier System (Air SS) Program (PM Air Warrior) Proposed Solicitation Number: W91CRB-15-R-0028 Estimated Solicitation Issue Date: On or about 21 MAY 2015 with all documents, attachments and amendments posted at the FedBizOpps website located at the following address: https://www.fbo.gov. No hard copies of the RFP will be issued. All respondents shall be responsible for obtaining the documentation from the website listed above. The Army Contracting Command - Aberdeen Proving Ground is issuing this pre-solicitation notice to announce the intent to issue a solicitation for the LAWS. The Government intends to procure this requirement on a restricted procurement, partial set-aside with 50% awarded to Small Business using the procedures at Federal Acquisition Regulation (FAR) part 15. The North American Industry Classification System (NAICS) Code for this requirement is 315990 - Apparel Accessories and Other Apparel Manufacturing, with a size standard of 500 employees. The LAWS uses the legacy Aircrew Flexible Body Armor (AFBA) carrier while delivering the Soldier Protection System Torso and Extremity Protection (SPS TEP) level of protection. The LAWS will be part of the Air Soldier System (Air SS) Program (PM Air Warrior). Air SS is the developmental program that will replace the legacy Air Warrior system seeking substantial reductions in both weight and bulk. The LAWS solicitation will be completed by PM SPE in support of Air SS. The LAWS includes all procurement and production activities required to manufacture the Soft Armor Ballistic Inserts (SABI) and AFBA that constitute the SPS TEP system ballistic requirements. LAWS shall meet all of the requirements of the SABI and AFBA purchase descriptions at initial proposal submission. To meet this immediate requirement, the Government intends to award up to two (2) firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts via a competitive acquisition on a Lowest Price Technically Acceptable (LPTA) basis with one (1) award being set-aside for small business. Delivery orders will be competed in accordance with the fair opportunity procedures at Federal Acquisition Regulations (FAR) 16.505. The contract minimum includes Pre First Article Testing (FAT) Technical Data Package to be delivered fifteen (15) days after award, FAT quantities to be delivered forty-five (45) days after award and Initial Operational Testing (IOT) quantities to be delivered thirty (30) days after FAT Approval, or no later than January 13, 2016. The contract maximum will be for a combined total of up to thirty-five thousand (35,000) systems across all resulting awards.
