Description
The U.S. Army Corps of Engineers (USACE) - Portland District located at 333 SW 1st Avenue; Portland, Oregon 97204, is issuing a Pre-Solicitation Notice for a 215-ton Chiller Repair at John Day Lock and Dam - Rufus, Oregon. THE WORK CONSISTS OF: Contractor shall replace all materials necessary to restore systems operation, including but not limited to, compressor o-rings, slide seal valves and condenser / evaporator gaskets for Heat Pump (HP1) (Manufacturer: Trane; Model: RTHA215FCXONDUCSLF2LFNNVOGCQ; Serial Number U93M09566). Perform any necessary realignment of component. Evacuate the system and refill with refrigerant. Ensure adequate oil is added. Troubleshoot the control system to determine necessary repairs or if replacement is required. Repair or replace the control system board, such that the system will cool or heat autonomously in manual mode. Heat pump shall be commissioned by the Contractor in accordance with the manufacturer's instructions. Training shall be given to John Day personnel. To qualify and be considered responsive, Vendors shall submit the following with their quote: 1) All applicable licenses, including an EPA Certification for performing HVAC / Chiller repairs, 2) proof showing they have at least five (5) years of experience in industrial heat pump and control system repairs, and 3) proof showing they have repaired a Trane RTH_ Heat Pump within the last twelve (12) months. Failure to provide this information prior to the closing of the solicitation (Block 8 of the SF 1449) will result in the quote being nonresponsive. The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on or about 08 May 2015, with an anticipated proposal due date of 22 May 2015. In order to view these documents, prospective offerors are required to self register their firm with FBO (Go to http://www.fbo.gov and 'Register Now' under 'Vendor / Citizens'). Registrants are responsible for the accuracy of the information on the registration list. The anticipated award date is 26 May 2015. The period of performance of the resulting contract will start on or about 27 May 2015 and will require completion no later than 01 July 2015. The contract will be awarded to the responsive, qualified Offeror providing the lowest price in accordance with FAR 13.106-2 (Evaluation of Quotations or Offers). This procurement is for a small business set-aside. The applicable NAICS code is 238220 (Plumbing, Heating and Air-Conditioning Contractors) with a Small Business Size Standard of $15 Million. All responsible sources may submit a quotation which shall be considered by the Portland District. SITE VISIT INFORMATION: Offerors or quoters are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled on 12 May 2015 from 1200 to 1400 hours (Pacific Daylight Time). Location of the site visit will be John Day Lock and Dam; Interstate 84, Exit 109 - Rufus, OR. In order to participate in the site visit you must e-mail the Contract Specialist, Mr. Michael Stearns (michael.d.stearns@usace.army.mil), and John Day Lock and Dam, Mr. Eric Bretthauer (eric.e.bretthauer@usace.army.mil), and provide the following information for each attendee: - Name of company; - Role(s) company plans on providing for the contract (Prime Contractor, Subcontractor and/or Supplier); - Name and title; - Phone number and e-mail address; - Date and place of birth; and - Any other information possibly needed for security purposes. Minimum information, listed above, must be provided by 1500 hours (Pacific Daylight Time) on 11 May 2015. Anyone not on the approved list prior to the start time of the site visit will not be allowed to participate.
