- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to modify contract W913E5-14-P-0051 to incorporate trichloroethylene (TCE) mitigation services into the scope of work on a sole source basis. Contract W913E5-14-P-0051 was awarded on a sole source basis to Pine State Elevator Company on 4 September 2014 under the authority provided at FAR 13.501(a)(1)(i). The scope of contract W913E5-14-P-0051 called for the Contractor to remove an existing elevator, repair system mechanics, and install a new elevator at the CRREL Lab Addition in Hanover, NH. TCE vapors were detected during execution of the work, necessitating a stop work order. TCE venting from the elevator shaft must be mitigated immediately in order to maintain a safe working environment and ensure the CRREL Lab Addition elevator meets required American Society of Mechanical Engineers (ASME) specifications. Pine State Elevator Company is the current contract holder for all elevator maintenance at CRREL; maintaining continuity between repair and maintenance services is vital to preserve the validity of the Contractor's warranty and ensure successful elevator operation. As such, Pine State Elevator Company is the only source capable of fulfilling this requirement. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. A determination by the Government not to compete the modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to compete the scope of this modification. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS representations and certifications.
