- Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Reams Enterprises Inc., 1478 Central Avenue, East Point, Georgia 30344, for Base Operations and Support Services for the Gillem Enclave. The NAICS code for this requirement 561210. The period of performance for this contract extension will be 15 May 2015 through 14 June 2015. A determination not to compete this requirement was made pursuant to 10 USC 2304(c) (1), Only One Responsible Source. The Government intends to procure this sole source requirement under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Work under this requirement shall provide the management, administration, supplies, materials and labor necessary to perform the installation Public Works and Logistics Support mission for Gillem Enclave, Forest Park,Georgia. Support functions include Facilities Maintenance and repair services, grounds maintenance, pest management, refuse collection and litter control services. The incumbent contractor, Reams Enterprises Inc., is the only available source that can provide services until a new competitively awarded contract can be executed due to the magnitude and complexity of the requirement and the time available before the current contract expires. An extension is required to maintain continuity of service and allow sufficient time to complete proposal evaluations for award. Due to this, Reams Enterprise is the only capable vendor that can provide the means necessary to provide these services in the timeframe required and at the current level of support needed. An award to any other source at this time would result in unacceptable delays and additional cost in fulfilling this requirement and would adversely impact the Gillem Enclave's ability to meet critical missions until a follow-on contract can be awarded. With their current staff, the contractor is responsible for providing DPW support personnel for Gillem Enclave, Georgia. The functional areas that the contractor is responsible for are all interrelated services under the existing contract and, as such, they must be managed/performed by one source to ensure continued services are provided to the Gillem Enclave. The current contract period expires 14 May 2015 which would require extension of the current contract by 15 May 2015. In accordance with the terms of FAR 5.207(15)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 12 May 2015 at 1530 EST, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be submitted to CPT Denise L.
