Description
Evaluation Criteria Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through April 10, 2015 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-81. This acquisition is a TOTAL SMALL BUSINESS set-aside and the NAICS code is 484210. This announcement constitutes the formal Request for Proposal (RFP) and NO additional written solicitation will be issued. It is the intent of the National Library of Medicine (NLM) to procure services to move all the General Collection serials published from 2000 through 2004 from the B-1 level and interfile them with all the General Collection serials published from 1871 through 1999 on the B-3 level. There are an estimated 6,000 serial titles occupying approximately 8,000 LF on the B-1 level that need to be moved to the B-3 level and interfiled with the serials collection stored on the B-3 level. The B-3 level currently has about 104,800 LF of compact shelves almost totally filled with serials and will have 20,736 LF of empty compact shelves after the items mentioned below are moved off the B-3 level. Before the shift briefly described above can begin, the vendor shall move approximately 17,000 LF of collection materials currently stored in compact shelves in the north area of the B-3 level to empty compact shelves in the south east area of the B-2 level. NLM intends to procure moving services for the period of four months. The initial period of performance is anticipated to begin on or about June 2015. Vendor shall furnish services, qualified personnel, material, equipment and/or facilities as needed to perform the work as stated on Statement of Work (SOW). ****The Statement of Work of this requirement is included in the Attachments Section of this solicitation. All proposals received by May 27, 2015 at 12:00 p.m. will be considered by NLM. The National Library of Medicine (NLM) requires proposals to be submitted via eCPS.: 1) Electronic copy via the NLM electronic Contract Proposal Submission (eCPS) website at https://ecps.niaid.nih.gov/NLM. All submissions must be submitted by 12:00pm, Local Prevailing Time, on May 27, 2015. For directions on using eCPS, go to https://ecps.niaid.nih.gov/NLM and click on "How to Submit." NOTE: To submit your electronic proposal using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of proposals by facsimile or e-mail is not accepted. Firms interested in responding to this notice must be able to provide the professional services required by NLM. The offeror shall include all information necessary to document and/or support the qualification criteria in one clearly marked section of its proposal.
