- Rehabilitation of Sorlumba Biomass Energy The United States Agency for International Development (USAID) Liberia, intends to make a sole source award to Phoenicia Architecture & Construction, Monrovia, Liberia for the purpose of rehabilitation of Sorlumba Biomass Energy Project (SBEP). The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. Phoenicia Architecture & Construction completed 30% of rehabilitation of the SBEP as a subcontractor for a Prime Contractor that was performing a contract that was competitively awarded. Phoenicia was unable to complete its subcontract prior the expiration of the prime contract. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
