- Description
- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate on a sole source basis with Accuity, Inc. using the procedures in FAR Part 13. NRC requires necessary electronic payment file (EPF), which shall complete electronic payments and perform the bank load reconciliation process in NRC's ledger system called Financial Accounting and Integrated Management Information System (FAIMIS). The initial period of performance is May 18, 2015 through May 17, 2016. Accuity is the Official Registrar of United States ABA Routing numbers for financial/banking institutions. As such, Accuity is the sole processor of all institutional data changes. Accuity has the unique capability to offer the most up-to-date and accurate information for financial processing. This product is unlike other products as it is compatible with FAIMIS' existing software, Momentum. CGI Federal, Inc. confirmed that Accuity is the only vendor that has developed a bank load file for the Government which is compatible with Momentum. Therefore EPF is the only product available to support NRC's FAIMIS bank load reconciliation process. The statutory authority for other than full and open competition is FAR 13.106-1(a)(2)(b)(1)(i), Only one responsible source. The applicable NAICS code is 541519. This notice of intent is not a request for competitive quotes, however all quotes received by 3:00PM EST on May 11th, 2015 shall be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the requirement. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. A firm fixed-price purchase order will be made using FAR 13, Simplified Acquisition Procedures. Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov ; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
