Description
BACKGROUND: The U.S. Army Corps of Engineers (USACE), Mobile District, is requesting information pertaining to the design, performance, cost, installation, and success of environmentally friendly structural features (i.e. living shoreline technologies) capable of attenuating wave energy and providing environmental benefits for future projects along the Mississippi, Alabama, and Florida coasts. Potential applications consist of shoreline stabilization, protection of wetland restoration sites, dredge material placement sites and general environmental restoration in sheltered coastal areas. The purpose of this market research is to gain knowledge of the performance and applicability of available technologies for projects with varying ranges of size and complexity. HYDRODYNAMIC CLIMATE: The primary location of these structures will be the Mississippi Sound, Mobile Bay, and similar environments. Technologies submitted as a response to this request should have the capability to withstand, without damage, the wave climate of a 10 year storm and ability to attenuate wave energy such that natural shoreline vegetation and aquatic ecosystems can thrive under average conditions. The 10 year storm in the project areas, for the purpose of this request, has a significant wave height, Hs, of 4.0 feet and a wave period, Tp, of 4.5 seconds. The storm duration will be one complete tidal cycle (24 hours). During this tidal cycle the still water level will vary between Mean High Water (4.0 feet water depth) to a maximum total water depth of 8.0 feet at the seaward toe of the structure. All submissions must show wave attenuation, stability and durability over the entire range of the storm. Wave climate in the project areas during average conditions is assumed to have a wave height, Hs, of 1.5 feet and a wave period, Tp, of 2.5 seconds. Tidal range is 1.50 feet. All other information should be assumed and reflect average conditions along sheltered coastlines in the Mississippi Sound and Mobile Bay. SPECIFIC INFORMATION REQUESTED: General Specifications (dimensions, weight, material type, etc.) Description of foundations. The kind of in-situ soils these units have been installed on, and the allowable differential settlement and/or total settlement. Detail remedial efforts, if any, for areas where settlement is an issue. Detail contact with foundation. Do the units simply sit on the foundation, or are they anchored in any way? Description of how the system is intended to function for the purpose of wave attenuation and environmental enhancement. Documentation, analysis, assumptions, testing, and field data related to the wave attenuating capability, durability, stability, and longevity of the product or system. Documentation, analysis, assumptions, testing, and field data related to the environmental performance. Service life and maintenance requirements. Current level of production. Provide the number of units that have been manufactured or the number of feet of shoreline that have been protected with the product or system. Provide all locations where installed and pertinent information including design parameters for each. Information related to the manufacturing/fabrication and transportation of the product or system. Information should include time to manufacture/fabricate, methods of transportation, efficiency of transportation, typical lead time for manufacturing/fabrication, location of manufacturing/fabrication, equipment and any other relevant information. Information related to the installation methods of the product or system. This information should detail staging area, equipment, minimum water depth for equipment, efficiency of installation, and process of installation. Describe typical challenges faced on past installations and how they were overcome. Detail who is installing the product or system. Does the manufacturer install the technology or is it installed via contractor/sub-contractor? Is the product available for purchase by the general public and contractors? For each method used provide details of the arrangement. Cost information should be provided in sufficient detail where Rough Order of Magnitude (ROM) costs could be determined for a variety of projects. Costs should include any specific costs associated with the installation of the product or system. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1.Contractor's name, address, points of contact with telephone numbers and e-mail addresses. 2.Responses should be limited to 20 pages with font no smaller than 10pt. 3.Proprietary/protected information submitted should be distinctly marked. 4.All pre-developed marketing or technical specification sheets provided should include additional information to specifically relate the pre-developed information with the requested information. 5.Provide media and drawings to visually illustrate the product and clarify descriptive text where applicable. 6.Provide a list of publications, reports, media, news articles, videos, and any other pertinent documents/media in a tabular format. It is encouraged to include hyperlinks or other method of retrieval for each item in the list. Responses are due no later than 4 June 2015. Responses received after this date and time may not be reviewed. Responses shall be submitted via email to Kyle M. Rodgers, Contract Specialist, at kyle.m.rodgers@usace.army.mil.
