- AMENDEMENT 1 SUBJECT: Clarification answers for questions on RFQ No. SOL-663-15-000002 Below are the clarification answers for questions raised by prospective offerrers on the RFQ under subject. 1. Email Submission of technical proposal: On page 6 of the RFP it stipulates that the technical quote to be in both MS-Word and PDF formats. Is this limited to the 12 pages only or includes the annexes such as CVs, sample reports and GIS products? The 12-page limit is for one format of the document (i.e. the MS Word formatted document may be up to 12 pages and the PDF formatted document may be up to 12 pages). This page limit does not include annexes such as CVs, sample reports, recommendation letters and GIS products. 2. Is it possible to propose a shorter duration of the performance (to be completed earlier than Dec. 23, 2015)? Does this timeline include the contingency 2 months period of performance? The Offeror may propose a reasonable timeline within which all deliverables specified can be completed to the highest quality possible. The Offeror’s proposed schedule should demonstrate the Offeror’s understanding of the operating environment in Ethiopia such as travel times among regions and analysis of complex data sets. The Offeror should estimate approximately 5-10 business days for USAID to provide comments on any draft deliverables. The maximum duration of the period of performance is six (6) months. 3. I s there any recommendation of using the US State Department's Office of Allowances standard rates of per diem for travel outside Addis Ababa? Please use the US State Department standard rates for per diem and lodging for all travel. 3. Does the Combined Synopsis/Solicitation under solicitation number SOL66315000002 contain requirements similar to a current contract? No, there are no current contracts of similar requirements. 4. If possible, please provide the current contract number. Or, is this a new requirement for the government?
