- Specifications consist of proofing, printing (forms, envelopes, and pamphlets), binding and/or construction, and individualized addressing/mailing for a survey mailed to approximately 20,040 taxpayers. The mailings will be divided into 4 waves. Each Wave will be comprised of 6 "contacts" plus ad hoc mailings. Two new $1.00 bills will be mailed to all recipients during the 2nd contact for all Waves. The first Wave will begin in June 2015 andwill involve approximately 8,510 taxpayers. The second Wave will begin in July 2015 and will involve approximately 8,510 taxpayers. The third Wave will begin in December 2015 and will involve approximately 2,010 taxpayers. The fourth Wave will begin in February 2016 and will involve approximately 1,010 taxpayers. Quality Level III is required. Bid opening is May 13, 2015 at 2pm EST.
