Attachment C - Past Performance Questionnaire Attachment B - Contractor Confidentiality_Non Disclosure Agreement Attachment A - Federal Bonding Informational Brochure Federal Bonding Program RFP DOL-ETA-15-R-00078 This is a combined synopsis/solicitation for commercial items prepared with additional information included in this notice. This announcement constitutes the only solicitation. The Solicitation is included as an attachment to this notice. Overview: The U.S. Department of Labor is soliciting proposals to implement and administer a program of fidelity bonding coverage so that people possessing certain barriers to employment may gain and retain employment. The Federal Bonding Program (FBP) was developed in the late 1960s by the U.S. Department of Labor (DOL) to provide a placement tool for U.S. Employment Service counselors and other job developers to try to remove one of the barriers to employment of ex-offenders, where such employment has been or might have been denied for reasons other than ability to do the job. After a four- year limited pilot project demonstrated the feasibility and usefulness of the FBP, it was expanded nationwide and bonding assistance has been available since then as a regular service in all of the local offices of the Federal-State employment service. In the late 1980s, the project was expanded into the Job Training Partnership Act (JTPA) State-local network, increasing the scope and number of people who would be available to provide bonding services to employers wishing to employ an ex-offender or other individual in this target group. Continuing under the Workforce Investment Act (WIA) of 1998, in accordance with the overall theme of Federal decentralization of job training programs and services to the State and local levels, FBP established the beginning of a Federal-State partnership. Direct Federal funding provides a system of floor bonds, i.e., each State is provided with ten Federally financed bonds to provide a base and incentive to participate in the Federal Bonding Program. Beyond this bonding floor, additional bonds may be purchased from the contractor by States, localities, and other interested entities (such as correctional agencies). Response Instructions: Requests for Clarifications (RFC) are to be submitted electronically via E-Mail to ETA.lockbox@dol.gov by Friday, 05/22/2015, 2:00PM, EST. Only electronic submissions of requests will be accepted. Should any RFC be received after the date stated above, the Government reserves the right not to provide an answer. If, however, the Government determines that a late RFC raises an issue of significant importance, the government will respond. All Government responses will be posted on FedBizOpps. This Contract will be a Hybrid: Firm Fixed Price and Time & Materials Contract for one year, plus four option years. All responsible sources may submit a proposal which shall be considered by the agency. One (1) electronic copy of the proposal shall be emailed to the following E-Mail address: ETA.lockbox@dol.gov. In the subject line of this email please use "RFP DOL-ETA-15-R-00078". All submissions must be received NO LATER THAN Monday, 06/08/2015, by 2:00 PM, Eastern Standard Time (EST). The electronic copy of your Technical Proposal must be word-searchable. In the case of your Business/Price Proposal, your electronic copy of your Price Proposal Section B.2 (Price Schedule) must be in Microsoft Excel. The total size of an offeors electronic response, including all the files required for this response, shall not exceed Twelve (12) Megabytes.
