- This is a Small Business Sources Sought notice.This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 541380 in the North American Industry Classification System (NAICS), and the small business size standard for such requirements is $15M in annual receipts per year. Background: The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) Division of intramural Population Health Research (DIPHR) conducts innovative etiological and interventional research to explore the health and well-being of pregnant women and their infants from pre-conception through adulthood translates these research findings into clinical practice or public policy to maximize health and eliminate health disparities. Environmental chemicals have long been reported to impact human health, contributing to chronic diseases such as asthma and cancer as well as adversely affecting reproduction. DIPHR seeks to obtain laboratory analysis of environmental chemicals and trace elements in human biospecimens collected as a part of various epidemiologic studies. Potential sources must be able to measure the concentrations of a variety of biomedically important environmental chemicals and trace elements from multiple types of biospecimens. Capabilities and Requirements: Potential sources must demonstrate and document experience in developing procedures as well as using standard operating procedures (SOPs) to measure emerging and established environmental chemicals from human biospecimens (whole blood, plasma, serum, peritoneal fluid, urine, saliva, tissue (e.g. omental fat), organs (e.g., placenta), hair, nails, follicular and seminal fluids, semen, and newborn blood spots) for both persistent and non-persistent chemicals including but not limited to the following: A. Persistent environmental chemicals a.Organochloride pesticides (e.g., hexochlorobenzene, -HCH, -HCH, oxychlordane, trans-nonachlor, trans-chlordane, cis-chlordane, cis-nonachlor, p,p'-DDT, p,p'-DDE, p,p'-DDD, o,p'-DDT, mirex) b.Perfluoroalkyl Acids (e.g., PFOS, PFOA, PFOSA, PFHxS, PFHpA, PFNA, PFDA, PFUnDA, and PFDoDA) c.Polybrominated biphenyls (as many congeners as possible) d.Polychlorinated biphenyls (as many congeners as possible) e.Polybrominated diphenyl ethers (as many congeners as possible) f.Metals and trace elements (including rarer compounds such as lanthanides) B. Non-persistent environmental chemical classes a.Bisphenol (e.g., bisphenol A, F, S, total) b.Benzophenone-type ultraviolet light filters (e.g., BP-1, BP-2, BP-3, BP-8, 4OH-BP) c.Hydroxyphenanthrenes and related compounds d.Parabens (e.g., benzyl, n-butyl, ethyl, heptyl, methyl, n-propyl) e.Perchlorate f.Phenols (chlorophenols, DCP) g.Phosphates (mono-, diethyl-, dimethyl-) h.Phthalates (mBP, miBP, mBzP, mCHP, mCMHP, mCPP, mMP i.Triclosan j.Medications (paracetamol) C. Chemicals related to lifestyle exposures a.Nicotine - cotinine and related compounds b.Caffeine - paraxanthine and related compounds c.Tobacco smoke (polycyclic aromatic hydrocarbons, fluorine, hydrocarbons, pyrene) d.Sleep - melatonin e.Stress (biomarkers of oxidative stress, e.g., 8-OHdG) D. Chemicals from diet a.Phytoestrogens (e.g., coumestrol, daidzein, O-DMA, enterolactone, enterodiol, equol, genistein) b.Vitamins and trace elements c.Serum lipids (components and total) d.Creatinine; specific gravity E.Emerging chemical classes that are relevant for examination in human biospecimens. Moreover, the assaying laboratory should have a demonstrated record in the development and peer reviewed publication of SOPs, as is participation in laboratory proficiency for environmentally relevant concentrations of chemicals in human biologic media. Small Business organizations must submit Capability Statements in response to this notice and these will be evaluated against the following technical areas of experience and expertise: 1. Documentation of capability and previous experience performing all the assays listed above. 2. The ability to report back to subjects the results of chemical measurements, including the requirement for certification of validated measurements where appropriate. 3. An understanding of adherence to Federal regulations pertaining to human research, and requirements for security and confidentiality of research records, as documented by reporting to a responsible IRB 4. Documentation illustrating soundness of procedures for measurement of specific standards for quality assurance and quality control, including proficiency testing and application of Westgard rules violation. 5. Experience and expertise of a doctoral-level laboratory scientist, as evidenced by peer reviewed publications, which demonstrate active participation in research closely related to the assays performed by the Offeror, particularly those relevant to human health. 6. Demonstrated relevant qualifications and experience of key research staff in successfully conducting all analyses in the statement of work. 7. Documentation of the ability to process, handle, and track large shipments of banked human biospecimens (e.g. >6,000 specimens) that contain bar-coded labels on vials. Anticipated Period of Performance: The anticipated period of performance is five years. The Government reserves to right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
