Description
THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Mission and Installation Contracting Command (MICC) - Fort Benning, Georgia is conducting market research to determine the availability of interested and capable firms to provide architect-engineer (A-E) services. The Directorate of Public Works (DPW), Fort Benning desires to contract with A-E firms to perform Title I, Title II, and other A-E services to administer, coordinate, and technically support facility sustainment, restoration and modernization (SRM) and Non-Appropriated Funds (NAF) projects for the DPW and other satellite Fort Benning installations, to include Camp Merrill in Dahlonega, Georgia and Camp Rudder, Eglin Air Force Base (AFB), Florida. A Multiple-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract type is anticipated resulting in issuance of firm-fixed priced task orders. Task orders will contain a broad range of services for the design of various types of projects at the DPW, Fort Benning and other locations listed above. The A-E firm must be capable of timely response(s) to and working on multiple task orders concurrently involving multiple engineering disciplines. Interested firms must be capable of demonstrating they have the capabilities to include adequate staff size to support the DPW, Fort Benning and its satellite installations noted above to provide for a rapid response to all requests for services. The firm shall assemble a team to fulfill the primary needs based on the preponderance of the work being in at Fort Benning. The A-E contract ordering periods will cover up to a twelve (12) month base period and four (4) one-year option periods. Firm Fixed Price Delivery Orders will be negotiated and awarded for each specific project. The total order amount will not exceed $10,000,000 for the life of the contract. There is a minimum contract amount guarantee of $5,000, which will be issued at contract award. No minimum delivery order amount is established. These anticipated A-E IDIQ contracts will be solicited and procured in accordance with the Brooks A-E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation (FAR). This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Your responses to this sources sought will be treated as information only. The results of the market research will be used to determine the best overall acquisition strategy. This Sources Sought notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of the Sources Sought notice is to determine interest and capability of potential qualified vendors relative to the North American Industry Classification System (NAICS) codes of 541330 (Engineering Services, size standard: $15.0 Million) and/or 541310 (Architectural Services, size standard: $7.5 Million). All responsible sources may submit a capability statement, as described below, which shall be considered by the agency. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small business, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any that may limit small businesses from participation. Interested respondents should submit a brief capabilities statement package (no more than 3 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firm's ability to perform this requirement. At a minimum, the package shall address the following: 1. Title of the requirement; Company Name; Address; and Point of Contact (POC) name, phone number, and email address. 2. Company profile to include office location(s), DUNS number/CAGE Code, NAICS, and a statement regarding current small business status to include small business type(s)/certification(s) such as: 8a, WOSB, EDWOSB, HUBZone, SDVOSB, etc. 3. Specific experience (private and/or government) in Georgia, Alabama and Florida performing building, utility, and general infrastructure A-E services under the United Facilities General Specifications (UFGS). Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, provide a customer POC with phone number, and provide description of the experience and how the referenced experience relates to the services described herein. A maximum of five (5) project examples reflecting the firm's experience should be submitted. 4. Any suggestions or comments about the NAICS code selection, contract type or effort in general. Respondents are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. The Government WILL NOT review general capability statements, please ensure submissions are tailored to this requirement(s) of the above request. The Government will not return any information submitted in response to this synopsis. Questions shall be submitted via email to the POC below. Questions regarding this Sources Sought announcement shall be submitted NLT 1600 Eastern Standard Time (EST) on May 26, 2015.
