CAC2S Phase 1 will be replaced with the exception of the Communication Sub-System (CS). 2 Will the slides be provided to the attendees? How? Yes, Industry Day slides must be requested via e-mail to the Contracting Officer, Mohamed Elmi at <mohamed.elmi@usmc.mil>. 3 Will industry attendee list be published for teaming? Yes, the list of attendees will be posted on FedBizOpps. 4 Does the TDP include build process instructions? The Technical Data Package (TDP) provides the build instructions sufficient enough in detail to allow a build to print. The drawings contain build instructions in the drawing notes. 5 What is the estimated maturity of the current TDP? The TDP is very mature. The EDMs were build to print. The TDP was updated as part of the Functional Configuration Audit (FCA) and was utilized in a build to print process in the production of the EDMs. 6 What quality control testing will the Full Rate Production "AC2S" subsystem have to go through prior to formal Government acceptance? The Contractor will be responsible for a typical Factory Acceptance Test (FAT) as well as support a Government lead System Functional test to verify that data is being passed properly supported by the contractor at the contractor's facility. 7 Who will be responsible for testing, post integration of GFE equipment? The contractor is responsible for integrating the GFE, which will be included as part of the FAT and will support the Government lead Functional test. The Material Inspection and Receiving Report (DD Form 250) will be contingent on the successful completion of both tests. 8 Is there any software? Yes, certified software will be provided for the conduct of FAT and Functional testing. 9 Is the Processing and Display System (PDS) being evaluated for modernization in conjunction with this Full Rate Production effort? No, it will be replaced by AC2S. 10 Will ECPs such as intercom replacement be full and open? The Government anticipating a future contracting effort for sustainment engineering. 11 Is the acquisition of 41 units for 41 shellbacks, or some combination of items shown on the "common components" slide? This requirement covers the AC2S Shellback (to include all bracketry, cabling and non-GFE), TDL-A (to include all bracketry, cabling and non-GFE) and OPFAC (top three building blocks on Slide 9 of presentation). 12 Why full and open? If full and open, will the Government stipulate a Small Business Subcontracting goal and requirement? Recommend 25% or higher as I believe small businesses could deliver on the Full Rate Production contract. This requirement is appropriate for full and open competition. The Government will use standard requirement for small business subcontracting program in accordance with the Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS). 13 Request detailed clarification on what software is to be provided as GFE to perform the final software integration and testing prior to Government acceptance testing. The Government will provide the certified software required to be installed into the produced system. The Government does not require the hardware contractor to make the software installed functional. The Government will test the software functionality through Test and Evaluation and Software Support and Integration. The Government will require two tests of the hardware: 1) the factory acceptance test completed by the Contractor at its facility and the 2) function test, which is to completed at the Contractor's facility by the Government to determine whether the system is functional.
