Description: Office of the Comptroller of the Currency (OCC) is seeking an experienced and qualified contractor to administer its FSA program for its employees. OCC has been offering its own FSA program since 1991, which consisted of a Health Care and a Dependent Care reimbursement account. In July 2005, the OCC began offering a Parking FSA. OCC employees are not permitted to participate in the federally sponsored FSA program administered by ADP Benefit Services. OCC employees can only elect to participate in the OCC FSA program. The contractor shall provide the following features as part of its FSA management administration services: • Web-based on-line enrollment • Participant account inquiry via the Internet • Non-discrimination testing services • Direct Debit Card • Electronic claims submission • Communication materials • Administrative Operating manual 17.
