- This is a Sources Sought for market survey purposes only. This is not a solicitation for proposal and no contract will be awarded as a result of this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. The United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, Alabama, anticipates a requirement to assist with the establishment of a depot level overhaul facility for PT6A-20, -21, -25C, -27, -28, -34, -36, -114, -114A, -135A, and -140 Pratt and Whitney small engines for the country of Colombia. The successful contractor will acquire assets and provide services necessary for establishment and sustainment of engine overhaul capabilities. It is the intent of the Colombian Government to acquire all necessary engine overhaul publications/technical information from the Original Equipment Manufacturer (OEM) to enable conduct of required maintenance activities. It would be expected that the contractor will verify all technical information available for use is complete and up to date. The intent is to establish an engine overhaul facility capable of overhauling up to 300 PT6A engines in-country with an annual throughput of approximately 24 engines. The facility is located at the Commando Aereo de Mantenimiento (CAMAN) in Madrid, Cundinamarca. In order to assist in the development of responses to this inquiry, an Industry Day Conference will be held at the CAMAN during the week of July 6 - 10, 2015. Interested parties must contact the Fixed Wing Project Office (FWPO) POC listed in the last paragraph of this solicitation. In addition, to obtain in-country access to the CAMAN facility, contact Master Sergeant Diaz, United States Air Force Security Assistance Office, at telephone number 011 571 381 5312, or at e mail kelvin.l.diaz.mil@mail.mil. Any interested party must register with the FWPO and Master Sargent Diaz beforehand in order to gain admittance to the Conference. It is anticipated that any resultant contracting action in support of this requirement will be contracted for using Federal Acquisition Regulation (FAR) Part 13 and Part 15. It is anticipated that the initial period of performance of the contract will be 24 months with potential annual options to be exercised. Interested sources are requested to provide the following information: 1.Company name, CAGE code, and business size. 2.A brief description of the company's experience in establishment of depot level overhaul facilities outside the United States. This should include a listing of specific entities, locations, and level of support provided. 3.Identification of issues, concerns, or contingencies (if any) that might hinder the company from providing a proposal for the entire effort if requested to do so in a future Request for Proposal. 4.The estimated price for each Task listed below to include all anticipated transportation costs. The estimate will be broken down into the following lines: a.Annual cost for a Spanish/English speaking Field Service Representative at Commando Aereo de Mantenimiento in Madrid, Cundinamarca. b.The establishment of an academic and on the job training program that will support a potential class size of ten (10) individuals through basic, intermediate, and advanced levels to allow performance of tasks necessary for repair and overhaul of the PT6A engines identified herein. Training is expected to be conducted in English. Successful demonstration of proficiency by technicians as determined by the contractor will result in contractor issuance of individual certifications of training for each level of training satisfied. The contractor shall provide the provision of a notional schedule to accommodate this training. As part of any future Request for Proposal, the contractor will be expected to provide for USG approval, the proposed training syllabus and the basis or reference which supports the necessity for training to be given at the various levels. The proposed manner for training and certifying personnel in the conduct of required Non-Destructive Testing (NDT) is to be provided as a part of any response to this sources sought. i.Basic Level: After completing this level, the technician shall be able to properly disassemble, clean, perform NDT and visually inspect the condition of the parts per the OEM Overhaul Manual. Prior to commencement of training to be contractor provided, the trainees will have proficiency in reading sufficient to the task of understanding the technical orders. Technicians shall not progress beyond the BASIC level until they demonstrate to the contractor a proficiency in all required maintenance tasks. ii.Intermediate Level: After completing this level, the technician shall be able to complete all the skills of the BASIC level without supervision. In addition to those skills the technician shall be able to perform dimensional checks on all necessary parts. The technician will also need to understand how to research and apply all Service Bulletins applicable to the specific engine model. The technician will also be able to perform basic component reassembly of the engine. iii.Advanced Level: After completing this level, the technician shall be able to complete all of the required skills of the BASIC and INTERMEDIATE levels without supervision. All technicians will be trained in complex assembly, balancing, test cell operation, and return to service. In addition to overhaul training, at least two (2) of every ten (10) trainees will additionally concentrate on the second stage of advanced training specializing in Quality Control, Line Inspection, and the required documentation of engine overhaul and return to service. These two individuals will also understand the basic tenets of troubleshooting and engine analysis. Contractor standards and issuance of training certifications will be differentiated for completion of the first and second stages at the Advanced level. c.Provision of equipment and special tools in accordance with OEM technical manuals as required for establishment of an engine overhaul facility. An assessment of current equipment and tools possessed by the Colombian military should be conducted in order to propose the most accurate listing of equipment and special tools to be acquired. Identify any item requiring a long-lead time for procurement. d.Provide a list of spare parts, hardware, and other miscellaneous items missing from the CAMAN facility which are essential for establishment of the repair and overhaul capability. Identify any item requiring a long-lead time for procurement. e.A Rough Order of Magnitude (ROM) for Transportation costs. f.Provision of information and cost to support required activities necessary for the Colombian military to obtain an internationally recognized certification for their overhaul facility operations and/or completion of engine overhaul maintenance activities for each engine overhauled. g.Establish a supply chain and initial sparing package for the facility and serve as the possible provider of spares to support sustained operations. 5. Respondents are expected to provide information or concept plans as related to the following: a.The Colombian Government will procure the required technical data to support repair and overhaul operations at their CAMAN facility; however, each respondent must provide a list of technical publications and subscriptions expected to be on hand and current to support the planned operational capability. b.Provide information on any warranties that could be passed on to the Government. c.Technical and logistics follow-on support once the establishment of the facility and training has been conducted. d.Establish a supply chain and initial sparing package for the facility and serve as the possible provider of spares to support sustained operations. e.Responders to this Sources Sought announcement may supply a recommended Contract Line Item Number (CLIN) structure, which may be utilized in a future Request for Proposal. f.Identify your company's status in the Federal Government for Award Management (SAM) system. g.Respondent's interest in bidding on a solicitation in support of this requirement if it is issued.
