- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. U.S. Army Medical Research Institute of Infectious Disease (USAMRIID), Fort Detrick, MD intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii), a contract, entitled MiSeq System (Nucleo Counter /Cell Counter). This contract is designed specifically for low thoughput and small genome or targeted sequencing projects. System includes embedded touchscreen monitor and on-instrument computer, dual surface imaging capability. This is not a solicitation for competitive quotations. If any interested party believes they can meet the requirement of this notice, must submit a capability statement. All information furnished must be in writing within 4 days of this publication of this synopsis and must contain sufficient detail to allow the Government agency to determine if it can meet the unique specifications described herein under Sources Sought Announcement - Solicitation Number: MB-15-10638337 posted March 14, 2015. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. All correspondences should be sent via email. Oral communications are not acceptable in response to this notice. RESPONDENTS MUST SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE INTENT SYNOPSIS. Only one award will be made as a result of this notice. This will be a firm fixed price type contract. USAMRICD plans to procure, on a sole source basis, the following: Item QTY Description MiSeq System (SY-410-1003) 3 Automated generation of DNA clonal clusters by bridge amplification Shipping 1 This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516 -- Analytical Laboratory Instrument Manufacturing. Business size standard is 500 employees. The proposed source is Illumina, Inc., 5200 Illumina Way, San Diego CA 92122, United States. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation within 4 days of this publication notice of the Government intent to purchase on a sole source basis, which shall be considered by the Government if received by Friday, 8 May 2015, 9:30 AM EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
