- Notice of Intent to Sole-Source Notice of Intent to Sole-Source to the World Wide Web Consortium (W3C)/Web Accessibility Initiative (WAI) Posted Date: 5/8/2015 Procurement Office: Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division IV, 7301 W. Mansfield Ave., Denver, CO. 80235. Response Due Date: 5/13/2015, 4:00 PM MST This notice of intent to sole-source fulfills the publicizing requirements in Federal Acquisition Regulation (FAR) 5.203. On behalf of the U.S. Access Board, DOI/IBC-AQD intends to award a sole-source contract to W3C/WAI at Massachusetts Institute of Technology (MIT) under FAR Part 13 to expand online technical assistance for the Web Content Accessibility Guidelines (WCAG) 2.0. The contractor will develop deliverables for each of the following module types: Module Type 1 - Improve Discoverability and Integration: Deliverables improving the discoverability of WCAG 2.0-related resources on the W3C WAI Website, and supporting integration of new and existing WCAG 2.0 resources into the search interface. Module Type 2 - Explain and Support Understanding: Deliverables providing further explanation of and implementation support for WCAG 2.0, primarily in the form of tutorials, and potentially also application notes. Module Type 3 - Demonstrate Implementation: Deliverables demonstrating how Web accessibility can be achieved, including updates to the content and design of the sample "Before/After Website," which includes annotations on inaccessible and accessible design elements, and accessibility assessment and repair strategies. This is a sole-source procurement under the authority of FAR 13.504(a). All responsible sources that feel they should be considered qualified to provide the foregoing services may submit a response to this notice within 5 days of publication to joshua_harward@ibc.doi.gov. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE OF INTENT TO SOLE-SOURCE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.
