Synopsis: A. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to the Sources Sought must be in writing and submitted by email. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Business, 8(a), Hub-Zone and other Small Businesses interested and capable of performing the work. Responses to this notice shall include the following: (a) company name, (b) address, (c) point of contact, (d) phone, fax and email (e)DUNS number (f) Cage Code (g) Tax ID Number (h) Type of Small Business, e.g. Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Business, 8(a), Hub-Zone, Women Owned Small Business, Small disadvantaged Business, or Small Business HUB-Zone business (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described in this announcement (j) cost estimate, (k) warranty information, (l) product information (m) delivery information, and (n) NAC or FSS contract number if applicable. B. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to the information in any solicitation being issued. The North American Classification System (NAICS) code for this acquisition has been determined to be 511210 SOFTWARE PUBLISHERS with a size standard of $38.5 million in average annual receipts. C. Notice to Potential Offerors: All offerors who provide good and services to the United Stated Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certification Application. Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Business who respond to a solicitation on this project must be registered with the Department Of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov and HAVE A SEAL. MIM Maestro Software Upgrades including Support Services for One Year Background: The Biomedical Engineering department at VA New Jersey Health Care System has a need for MIM Maestro software upgrades including support services for our Radiation Oncology department at the New Jersey Healthcare System, East Orange Campus. Period of Performance: Base period of one (1) year Warranty: One year at a minimum Time of Delivery: Within 30 days after receipt of order Place of Performance New Jersey Healthcare Systems, East Orange Radiology Department 385 Tremont Avenue East Orange, NJ 07018 The East Orange New Jersey VA Medical Center is in need of a single-site MIM Maestro licensed software upgrade including Support Services at the Radiation Oncology department at the New Jersey Healthcare System, East Orange Campus. Support services include telephone technical support. This request is for software ONLY; no hardware is included in this request. This software is used for integration of diagnostic images into treatment plans. Multiple images, modalities, MR acquisitions and plans can be fused simultaneously and contours can be edited dynamically on any plane and any modality. Currently installed at location, and now in use, is MIM Maestro software. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All equipment must be covered by the manufacturer's original warranty." Vendor must provide original documentation from manufacturer stating that they are an authorized distributor for the specific items being procured. An official letter on manufacture's letterhead must document and state this fact. THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATIONS FOR BIDS. This information must be received no later than Thursday, May 14, 2015 by 6 PM EST. No phone calls will be accepted, but interested parties may email the Contract Specialist at Shari.Lee@va.gov.
