- Definition of local commuting area to Quantico, VA This request is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the government will contract for the items contained in this RFI. The government will not reimburse respondents for any cost(s) associated with submission of the information being requested. The purpose of this RFI is to receive feedback from industry in regard to the following effort in support of market research. The Program Executive Officer Land Systems (PEO LS) Marine Corps is seeking to identify vendors interested in providing support and maintenance services for Assault Amphibious Vehicles (AAVs) and other combat vehicles for the Program Manager, Advanced Amphibious Assault (PM AAA). Place of performance will be at the contractor's facility - within the local travel requirements of Marine Corps Base, Quantico, VA. (See attached MCSC Base Order 7220.1C para 4 b.) The period of performance is anticipated to be a six (6) month base period with four (4) one (1) year options. -- Specific Support Requirements -- Product Manager (PdM) AAV has a requirement to support and maintain an average of 20 AAV7A1's and other combat vehicles (up to 40) supported by PM AAA within local travel of Marine Corps Base Quantico, VA. Distance is based on local travel regulations MCBO 7220.1C. Contractor shall be able to perform maintenance activities on two AAVs simultaneously in all weather conditions. Qualified personnel in logistics, maintenance, and engineering as technical support services are required. All necessary electrical and pneumatic requirements to perform vehicle preventive and corrective maintenance, Petroleum, Oil, and Lubricants (POL) and HAZMAT storage including disposal capabilities is required. Contractor shall provide capability to remove and replace AAV and other combat vehicle power plants. Contractor shall have a freshwater wash down. Contractor shall maintain stock of readily available materials to effect repairs during testing within 24 hours of failure within the contiguous United States. Contractor shall provide secure storage for a maximum of up to 40 combat vehicles and associated equipment. Contractor shall provide environmentally controlled storage capability for associated tools, test equipment, spares and repair parts. Storage shall be compliant for "Controlled Cryptographic" items or components (tactical radios) on-site. Contractor shall have proficiency in operation and maintenance of AAV and other combat vehicle automotive electrical systems, power train, water drive, and suspension. Contractor shall provide metal fabrication capability with cutting, certified welding capability, shaping, machining, Chemical Agent Resistant Coating (CARC) and epoxy paint painting. Contractor shall provide management and movement of all Government Furnished and Contractor-Acquired Property. The Contractor shall have personnel with requisite license and training available to support displays and mobility and maintenance activity demonstrations. The mobility capacity demonstrations shall support full vehicle capabilities on land with a continuous speed of 20 miles per hour. Capability Statement/Information Sought: Sources having the capability to provide the support and maintenance as described above are requested to submit a capability statement at No Cost to the Government. Capability statements shall not exceed 15 single-sided 8-½" x 11" pages (including all attachments, charts, etc.), presented in single-space,12-point font size minimum, in Microsoft Office compatible format that provides the following information: (1) Company Name, address, and point of contact - including telephone number and email address. (2) Company Size based on NAICS 541330 (Engineering Services) and Small Business Administration business classification [e.g. HUB Zone, small, small disadvantaged small woman-owned, large business]. (3) Whether or not the company is registered to do business in SeaPort. (4) Description of the specific features stated above. NOTE: This Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Additionally, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice will not be accepted as offers. Any information the vendor considers proprietary shall be clearly marked. Further, Contractors responding to this RFI should be registered in the System for Award Management (SAM) and have completed their Online Representations and Certifications Application (ORCA). All information received in response to this RFI marked Proprietary will be handled accordingly. Responses will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the government to form a binding contract. Contractors who believe that they possess the expertise, proven capability and experience to fulfill the preceding requirements are invited to submit technical and management capabilities addressing the requirements in writing.
