- THIS IS A SOURCES SOUGHT NOTICE. This notice is for planning purposes only and does not obligate the Government to award a contract or otherwise pay for the information provided in response. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the contractor's qualifications to perform work. Respondents are advised that the government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a pre-solicitation synopsis and solicitation may be published. However, responses to this notice will not be considered adequate responses to a solicitation. NON - PERSONAL SERVICES The Oregon Army National Guard (ORARNG) is seeking information on firms that are able to conduct and complete the requirements of ORARNG Individual Medical Readiness (MR) and Fully Medical Readiness (FMR) Medical and Dental functions on all eligible (mobilizing or not) Service Members (SMs) in the ORARNG utilizing Health Insurance Portability and Accountability Act of 1996 (HIPAA), American Disabilities Act (ADA) and Occupational Safety and Health Administration (OSHA) compliant mobile health facilities. Medical and Dental services shall be performed by licensed professionals. Contractor shall be held liable and is responsible for ensuring and verifying the appropriate level of Credentialing I Privileging (Licensure, Diploma, background checks, etc.) for all contact providers in support of any ORARNG event. In general the contractor shall provide all management, labor, material, equipment, certifications and supplies necessary to provide all listed services in a mobile, HIPAA, Privacy Act, OSHA & ADA compliant, stand-alone environment. An undetermined number of each service will be delivered throughout the period of performance, at multiple armories with the possibility of simultaneous requirements, to be determined in each delivery order. The services shall provide mandated medical and dental requirements to meet readiness and deployability standards to ensure mission capability of the ARNG. The Contractor may be required to travel to execute any missions to support the ARNG. Specifically, in support of mobilizations and de-mobilizations if required. Individual Medical Readiness (IMR) and Fully Medically Ready (FMR) are the basic principles of force sustainment for Army National Guard (ARNG) forces. Medical and Dental health is vital for force health protection, and failure to achieve a standard of level of medical and dental health could preclude a soldier from deploying. Medical and Dental Readiness is a command responsibility. The various components of IMR/FMR, include, but are not limited to: Medical: Blood Pressure, height & weight, and questionnaire screening, Periodic Health Assessments (PHAs); Specialty Physical Exams such as Chapter 2 (schools), 'Over-40,' Flight, etc., in accordance with Army Regulation 40-501 Standards of Medical Fitness; laboratory I phlebotomy work such as sample collection for HIV testing, urine pregnancy testing, pap-smear evaluation, DNA testing, and G6PD and RPR testing; Immunizations required for IMR/FMR and theater specific compliance such as Hepatitis A/B, Influenza, PPD (vaccines to be supplied by ARNG), visual acuity and Optometry exams, DOEHRS compatible audiometry exams and SPRINT testing, MEDPROS entry of all applicable and appropriate IMR/FMR functions, and Post Deployment Health Reassessments (PDHRA). Dental: annual dental exams, digital bitewings radiographs, digital panoramic radiographs, data entry of all radiographs and dental records, identification and treatment (to 90+%) of all soldiers on alert orders and eligible service, are to be completed on site at various ARNG Armories & Training Sites across the State. The contractor shall provide qualified personnel, material to perform the services, and/or OSHA, HIPAA, ADA, and Privacy Act Compliant Mobile, Self-Contained Health Practices depending on the individual site needs for the ARNG. Interested firms are to complete pages 1-2 of the Sources Sought Information Request Form and return it via e-mail to andrea.k.smothers.mil@mail.mil no later than 1000 Pacific Standard Time on 22 May 2015. At this time due to shortage in personnel and increased requirements, meetings with potential vendors will not be accepted. In the future and if these requirements are solicited for, the ORARNG may provide for an opportunity to meet with government officials prior to the proposal due date.
