- The product characteristic and RFQ requirement RFQ Clauses and Provisions This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR part 13, as supplemented with additional information included in this notice. The combined synopsis/solicitation is for Commercial Off-the-Shelf Computer Based Training for Checkpoint Screeners to include hosting, X-Ray simulator with images, image interpretation, and security checkpoints, per Attachment 1 "Requirements/ Salient Characteristics." This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested offerors shall provide the government access to an online demonstration (product sample) of the training, as an evaluated part of the quote. Access to the online demonstration sample shall be provided at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, the access shall be provided at no expense to the Government. The Government reserves the right to award without discussions or make no award at all depending upon the quality and price reasonableness of offers received. An award, if any, will be made to the responsible offeror whose quote conforms to the requirements of the solicitation and represents the best value to the Government. The technically acceptable, lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description AND the online demonstration's ability to show the product meets the required characteristics listed in Attachment I. The demonstration will be provided a Pass/Fail rating in meeting the technical requirements of the solicitation. The demonstration must receive a Pass rating in order for the quote to be considered technically acceptable. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the government reserves the right to evaluate the next lowest priced submissions unit it has determined a technically acceptable submission. The evaluation will stop at the point when the government determines an offeror to be technically acceptable with the lowest evaluated price. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes. This is a Request for Quote (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-80, Effective 2 March 2015. The NAICS code for this acquisition is 611420, Computer Training, and the associated small business size standard is: $11.0M. Electronic submissions will be accepted at travis.potts@ic.fbi.gov Address questions regarding this solicitation via e-mail to travis.potts@ic.fbi.gov. At a minimum an offeror's quote shall include: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10)A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. This requirement is for Commercial Off-the-Shelf Computer Based Training for X-Ray and Checkpoint Security, per the attached specifications. See attached document titled: "Requirements/ Salient Characteristics" for specifications. Delivery Date: N/A Period of Performance: The Period of Performance shall be twelve months from Day of Award Delivery Destination: Federal Bureau of Investigation Security Division 2400 Schuster Dr. PAT-2/P-702 Cheverly, MD 201781 FOB: Destination (As defined in FAR 2.101-Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) INSPECTION AND ACCEPTANCE: Both inspection and acceptance will be by the Government at Destination.
