Because prolonged exposure to high-intensity laser light during fluorescence imaging leads to phototoxicity in single cells and ex vivo organ cultures, the lab must purchase the components to build a dual-view inverted Selective Plane Illumination Microscope (diSPIM). diSPIM is a type of light-sheet microscopy that images a sample perpendicular to the incoming excitation light. diSPIM requires less than 10% of the light intensity of next gentlest technique (spinning disk microscopy), which will permit our researchers to acquire entire 3D volumes of a cell or organ in a fraction of the time (up to 200 frames per second) and with a greater than 90% reduction in sample phototoxicity. This new microscope will permit the labs researchers to evaluate an entire cell or organ instead of the current partial volume (~ 10-20% of the total sample) required to reduce phototoxicity to an acceptable level. (i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is NHLBI-CSB-DE-2015-122-KEW and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81 effective 10 APR 2015. (iv) This is a small business set aside. The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and the small business size standard is 500 employees. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v) The Contractor Requirements are listed below: (vi) The Contractor Shall: A: The contractor shall provide the following product to the requested specifications: 1. The light-sheet microscope must be a diSPIM configuration. 2. The diSPIM components must match the specifications set by Applied Scientific Instrumentation, Inc., the original manufacturers of the apparatus. 3. The diSPIM must be equipped with an adapter to attach the assembly onto an existing inverted Olympus IX83 microscope frame. 4. The system must utilize dual objective piezos for rapid dimensional imaging. 5. The piezos must have a 50 micron range of travel. 6. Dual objectives of the system must both be able to provide illumination and acquire images perpendicular to each other. 7. The diSPIM system must include dual micro-mirror galvanometric scanners. 8. The system must include a closed-loop XY stage. 9. The system must be compatible with Nikon 40X water objectives, having a numerical aperture of 0.8. 10. The system must provide a master controller to synchronize all components including laser shuttering and AOTF control. (vii) Delivery Date: Ship upon receipt of award. (viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made to the vendor providing the lowest price technically acceptable quote. To be technically acceptable the vendor must provide the requested equipment to the specifications listed. (x) FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (p) of this provision.
