- The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, intends to enter into negotiations, on a sole source basis, with Prism Engineering, Corporate Office and Training Center, 655 Business Center Drive, Suite 100, Horsham, PA 19044, to procure five (5) Software Re-Installation and License Renewals for SolidWorks Office, Premium, Professional and Simulation Application Packages. The purpose of this procurement is to renew, maintain and support the existing software platform and capabilities currently installed in the Modeling and Simulation Laboratory. Based on market research, other manufacturers of comparable software might be able to provide similar products and services, but cannot provide the exact product required because it is proprietary in nature. There are no other sources available that can furnish the re-installation and license renewals required to maintain the current capability that exists in the laboratory. This requirement is only available from Prism Engineering, which is the one and only source that can meet the Government's requirements and the proposed action cannot be processed on the basis of full and open competition. The Government, therefore, intends to solicit and negotiate this requirement under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. A Firm Fixed Price contract is anticipated. The applicable NAICS Code for this requirement is 511210. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
