Description
1.0 Introduction/Purpose This market survey announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy at 3.2.1.2.1. This announcement provides the opportunity for industry to participate in an FAA Market Survey for the Aerospace Medicine Safety Information System (AMSIS). The purpose of this Market Survey is to: 1. Update information obtained from a prior market research outreach conducted in 2014 concerning commercially available products, services and solutions; as well as solicit information from additional vendors; 2. Provide additional information about AMSIS system required functionality to industry and request information from interested companies about capabilities, performance, and technical requirements; 3. Seek and identify industry interest in the program and understand existing capabilities of the market, including potential capabilities demonstrations; 4. Collect industry information to further shape and define AMSIS in support of a successful Final Investment Decision (FID) and subsequent procurement; and, 5. Inform the industry that the AMSIS Program Management Office may be conducting Vendor Interviews in the near future The results of the market survey will serve as a primary tool for FAA to determine, based upon industry inputs, the final acquisition approach and AMSIS system requirements. 2.0 Background The FAA Office of Aerospace Medicine (AAM) is responsible for a broad range of medical programs and services for both the domestic and international aviation communities. AAM is responsible for advancing the field of study of aerospace medicine and for the medical certification programs and medical surveillance of airmen, Air Traffic Control Specialists (ATCS), and other safety critical personnel. The AAM Civil Aerospace Medical Institute (CAMI) maintains millions of individual records on over 450,000 medical certifications conducted each year as part of AAM ™s role in the oversight of three quarters of a million airmen and nearly 17,000 ATCSs. CAMI records include approximately 18,000,000 past medical examinations for airmen and ATCS. The surveillance program for the Drug Abatement Division (AAM-800) oversees over 8,097 certificated entities. The Department of Transportation (DOT) administered Internal Substance Abuse Program (ISAP) oversees all FAA employees through random drug testing. The Aviation Medical Examiner (AME) program surveys approximately 4,250 AMEs both domestically and internationally. AAM has designed, developed and implemented information systems to efficiently process and manage safety, health and research information collected by FAA ™s regulatory programs. AAM will use the AMSIS to develop a new information system for tracking and analyzing a broad selection of medical information associated with pilots, air traffic controllers and other aviation-related personnel. The AMSIS Program will provide AAM with a system that fully supports the following five AAM core safety initiatives: 1. Medical Certification of Airmen; 2. Medical Clearance of ATCS; 3. Oversight and management of the Aviation Industry Substance Abuse Program; 4. Internal Substance Abuse Program; and, 5. Aerospace Medical Research. The AMSIS program office (AJM-2343) is responsible for preparing and executing the investment analysis, acquisition planning, final investment decision and procurement of the system. This request for information will assist the program leadership team with final definition of requirements, scope, contract type and structure and development of a solicitation package. 3.0 Description AMSIS will provide an aerospace medical information network that integrates critical medical information from geographically distributed locations both nationally and internationally. The successful AMSIS contractor will assist the FAA program office to design and develop new information systems architecture, and design, procure and deploy next generation information systems. The program objectives include providing tools necessary for AAM to analyze information to make risk-based policy decisions through using an automated method of collecting, reviewing, and analyzing medical information for Airmen and ATCS. This system must ensure real time and comprehensive access to data, thereby improving timeliness and accuracy while reducing paper-based correspondence. It must also enable collaboration within the aviation community, both domestic and international, as well as among personnel, designees, and applicants. Data must be secured and remain easily accessible, while facilitating management and workforce decision making, thereby providing the basis for a proactive safety approach with improved productivity. AMSIS will provide better data accessibility and a greater ability to analyze medical information and denial data to identify safety trends that could impact system safety. Specifically, AMSIS is intended to reduce accidents and improve safety by: Reducing falsification of health records and preventing pilots or ATCSs from operating in the NAS when they have medical conditions hazardous to aviation safety; Improving the ability to analyze medical data and identify and mitigate hazards related to specific and/or systemic airmen and ATCS health issues; Improving the ability to match airmen and ATCS medical records with the electronic health records of other government agencies and departments; Ensuring the accuracy and integrity of airmen and ATCS medical data; Leveraging the National Health Information Network (NHIN), Health Information Exchange (HIE) system medical records, and Ad Hoc, Regional, Multi-Regional HIEs, to improve the accuracy of airmen and ATCS medical data; and, Improving the surveillance and oversight of designees and aviation industry substance abuse programs. The AMSIS solution will be hosted using FAA-provided information system and communications infrastructure, such as secure administrative data networks in place now and those being implemented as part of the FAA Communications System (FCS) program. In addition, the technical alternatives analysis now being finalized will determine whether the AMSIS solution will be primarily commercial off the shelf (COTS), enhancements to existing FAA/government-owned systems, or a hybrid of both, and with, or without, the use of limited custom development of specific applications. This market survey inclusive of the attachments is intended to: (1) assist industry in providing inputs, recommendations, and insights to FAA to refine AMSIS scope, plans, and requirements and, (2) provide industry with the opportunity to comment on initial requirements, implementation strategies, and contracting alternatives for the FAA. The program office welcomes innovative ideas and solutions to best deliver the AMSIS system to support the various FAA and community user organizations ™ needs. 4.0 Nature of Competition The acquisition strategy for the anticipated procurement has not been determined at this time, however will likely be determined by January 2016. 5.0 Notifications (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the Market Survey; (d) Any costs associated with the Market Survey submittal are solely at the interested vendor ™s expense; (e) Any proprietary information submitted must be properly identified; (f) Any costs associated with pre-award operational product demonstrations used to assess capabilities based upon an interested vendor ™s election to participate in demonstrations is solely provided at the vendor ™s expense; and, (g)Materials submitted will not be returned. 6.0 North American Industry Classification System (NAICS) Code The NAICS code projected for this procurement has not yet been determined but will be selected prior to release of the AMSIS Screening Information Request (SIR). 7.0 Attachments The following files are attached to this Market Survey Announcement: (a) Attachment #1: AMSIS As-Is Business Process Reengineering (BPR) Process Flows (b) Attachment #2: AMSIS Initial Program Requirements (iPR) Document (c) Attachment #3: Business Declaration Form (d) Attachment #4: Section 10 Question Response Template (e) Attachment #5: AMSIS Data Collection Matrix (f) Attachment #6: AMSIS iPR Document Industry Comments Submittal Form. 8.0 Business Declaration and Small Business Certification To assist in the FAA ™s analysis of the Market Survey for AMSIS, all respondents should complete Attachment #3: Business Declaration Form as part of its submission. 9.0 Capability Statement The FAA is interested in vendor knowledge, capability and experience in the following areas: (a) Services provided by your firm (including teammates or prospective subcontractors) that demonstrates the knowledge, capability, and experience necessary to support the AMSIS solution. (b) Demonstrated experience working with government agencies or private industry providing medical certification services, applications, system support, transition and implementation of medical information technology solutions and best practices. (c) Demonstrated experience in the design, development and implementation of large database system architecture, integration of legacy systems and/or migration of databases from legacy platforms using Agency provided networks and communication infrastructure. (d) Demonstrated experience working with government agencies or private industry providing surveillance of ISAP, including pricing structures and cost control measures, transitioning from legacy applications and processes to new technology applications and networks, as well as the application of other lessons learned managing or implementing substance abuse programs. (e) Demonstrated experience developing solutions to aggregate and analyze historical medical information contained in record databases to support medical research. (f) Demonstrated experience establishing interagency data exchange and a description of past performance lessons learned that would benefit the AMSIS program. (g) Participation in operational capability assessment (OCA) demonstrations, lessons learned, insights about operational capabilities assessment demonstration structure, formats, and scope; any conditions or constraints impacting operational capabilities demonstration of preferred AMSIS solution; and, an indication of willingness to support, if required, an operational demonstration as part of any screening information request process for vendor qualifications, evaluation and contract award. Please limit your capability statement to twelve (12) pages. 10.0 Questions Using Attachment #4 Question Response Template and Attachment #5: AMSIS Data Collection Matrix the AMSIS program management office requests each interested party to complete responses to each of the ten (10) questions summarized below in Sections 10.1 through 10.5 including the additional items in the Attachment #4 template. The question in Section 10.6 is optional. For each of the questions summarized below please indicate what additional information would be required from the FAA to further your understanding of the requirements, development of a detailed technical, management, transition and pricing approach for your preferred AMSIS solution. There are areas provided in the Attachments for industry questions, requests for clarification, comments and observations. 10.1 Company Products & Solutions (Question 1) Question #1: Provide a list of similar products and solutions delivered for public/private use. Please also note any applications, features, and descriptive information in the response. 10.2 Technical (Questions 2 through 7) Question #2: Using Attachment #1, AMSIS As-Is Business Process Reengineering (BPR) Process Flows and referencing Attachment #2, AMSIS Initial Program Requirements (iPR) Document, Figure 1- Functional Analysis Overview and Figure 2 - External System Interface Diagram: Provide an overview of the programmatic and technical solution you would recommend to satisfy the requirements of the AMSIS Program. Question #3: Using Attachment #2: AMSIS Initial Program Requirements (iPR) Document, as a reference, complete and submit all four worksheets (Functional Requirements, Performance Requirements, Internal Interfaces, and External Interfaces) contained in the workbook Attachment #5, AMSIS Data Collection Matrix. Question #4: In regard to the development of configurable user interface and reports functionality in the current AMSIS requirements (iPRD Sections F.1.2.3 and F.1.2.4), characterize the difference in complexity between implementing the current scope development, and implementing a modified scope without configurable user interface (Section F.1.2.3) and reports (Section F.1.2.4). Question #5: Describe your technology solution to provide offline data synchronization in support of Module 3 - Industry Substance Abuse. (Refer to Attachment #2, AMSIS Initial Program Requirements (iPR) Document, Requirement numbers 0841, 0842, 0933, and 0934). Question #6: Describe the company/the team ™s experience migrating legacy system/database data to the preferred solution, based upon Attachment #2, AMSIS Initial Program Requirements (iPR) Document, Section 3.1.5.2.2 F.5.2.2 “ Migrate Legacy information. Question #7: Based on Attachment #1, AMSIS Business Process Reengineering (BPR) documentation, and Attachment #2, AMSIS Initial Program Requirements (iPR) Document, Section 3.1.4 Module 4 “ Business Process Management (BPM), describe how your recommended solution takes advantage of the many options available to industry (complex solutions design or basic solutions design) to offer the best mix of manual and automated systems and describe your recommended implementation approach to achieve optimum automation. (See Attachment #4 for guidance.) 10.3 Implementation Plan & Schedule (Question #8) Question #8: Describe what key drivers affect successful implementation and schedule integrity for your recommended solution. 10.4 Training (Question #9) Question #9: Assuming you have a recommended solution for the FAA AMSIS program, please describe your qualifications to provide the desired training, and overview your training methodology for the recommended solution. 10.5 Maintenance Support (Question #10) Question #10: Provide an overview of maintenance plans to support both ten (10) and twenty (20) year lifecycle: (a) the current scope of AMSIS Attachment #2: AMSIS Initial Program Requirements (iPR) Document, implementing Sections F.1.2.3 “ Configure User Interface and Sections F.1.2.4 “ Configure Reports/Forms), and, (b) Modified scope of AMSIS (deferring from the current scope) with non-configurable user interface (Section F.1.2.3) and reports (Section F.1.2.4). 10.6 Feedback Question (Optional Question #11) Question #11: If you would like to expand on a subject that goes beyond what was explicitly solicited in questions 1-10 above, or offer any additional information related to the announcement or topics included, not specifically addressed in one of the questions, please utilize the space provided in Attachment #4: Section 10, Question Response Template, Section 10.6. 11.0 Vendor Interviews The AMSIS program office may be conducting Vendor Interviews. The AMSIS program office may extend vendor one-on-one meeting invitations as part of the formal Market Survey process, and after the submittal of responses to items 1 through 4 of this Market Survey. The program office may be contacting company individuals using the points of contact names and information submitted with the Market Survey response, per instructions in Section 12. The program office will coordinate with the Contracting Officer to schedule vendor interviews and prepare proposed agendas for each meeting. Vendors may use this interview time to provide a detailed explanation of Market Survey responses, and submit questions to the AMSIS program office pertaining to the program and existing documentation. Vendors may request additional information that may assist in its response to future solicitations. Any additional information not provided with this Market Survey announcement will be made available in a public forum. In the cover letter of your response to this market survey, please indicate any specific subject areas you would like to discuss or any questions you would like answered. 12.0 Submittal Requirements Respondents should provide the following responses to this Market Survey: 1.Capability Statement (per Section 9) including a designated point of contact name, address, phone and email for possible scheduling of vendor interviews; 2.Completed Attachment #3: Business Declaration Form; 3.Completed Attachment #4: Section 10 Question Response Template; 4.Completed Attachment #5: AMSIS Data Collection Matrix; and, 5.Completed Attachment #6: AMSIS iPR Document Industry Comments Submittal Form. Respondents should provide responses as directed below. You are encouraged to submit nonproprietary information to the greatest extent possible; however, if you do submit proprietary information, please mark all proprietary information included in the responses as such. This Market Survey is being issued as a follow on attempt to seek additional, detailed industry insight and may result in more industry outreach activities. SUBMISSION FORMAT: One (1) Electronic copy in the native file format (i.e. MS Word or Excel) and one (1) PDF copy to: chontice.boykin@faa.gov. Submissions must include respondent point of contact information, including name, telephone number, e-mail, and mailing address.
