Modular Drawer and Cabinet Parameters: • Cabinet housings shall be welded steel construction with an integral fork truck pickup base and base covers. Cabinet base dimensions shall be in widths of 30", 45", or 60" with optional depths of 21 3/8" or 27 ¾" to satisfy space requirements. Cabinet heights shall reflect their intended uses and range from 27" to 59". • Cabinet housings shall have "knockout" holes in both sides and the back for side to side and back to back connection, as well as knockouts in the top and holes in the feet or base for cabinet stacking. Housings should include integral pallet feet unless specified differently for mobile applications. • Manufacturers shall offer a minimum of eleven (11) standard drawer depths ranging from 2" to 13" (usable). • All standard size drawers shall have a bottom surface of 650 square inches (25 1/2" x 25 1/2") with 630 square inches (25 1/8" x 25 1/8") of clear usable storage space for 30" wide x 27 ¾"deep housings. Manufacturers offering drawer cabinets with smaller dimensions shall provide additional drawers and housings proportional to the ratio of their usable storage area. • All drawers shall have a full extension suspension system with minimum load capacity of 400#. All manufacturers shall provide documented evidence (from an independent testing laboratory) that the drawer suspension system has been tested under full rated load conditions and has experienced an average of 3,000 cycles without failure. A cycle shall be defined as full extension and return with a maximum required (pull) force of 50#. • All drawers shall have an aluminum extruded drawer pull which extends at least 75% of the width of the drawer. Drawer pulls shall have provisions to accept 1 1/4" tall paper labels and clear plastic "shields". Each drawer pull shall have plastic end caps which are factory installed and mechanically locked to the drawer pull to prevent accidental removal and personnel injury. • All drawer interiors, i.e. partitions, dividers, plastic bins, etc., shall be factory installed in their final orientation and/or configuration. Partitions shall be firmly secured with at least (2) screws. • To achieve maximum worker productivity, cabinets must permit opening more than one drawer at a time. Any system which does not allow more than one drawer to be opened will not be considered. • Security - when cabinet locking systems are specified, the locking system shall utilize a high security lock and key, capable of master keying, with a minimum of seven (7) levels of master/sub master keying providing more than 6,000 discrete lock combinations. • Standard size cabinet shelves shall be (nominally) 27 1/2" x 25 1/2" offering 4.8 square feet of usable storage space for 30" wide x 27 ¾" deep housings. Manufacturers providing smaller units shall include additional housings and shelves proportional to the ratio of usable shelf storage area. • Cabinet shelves (and their support members) shall withstand a 400# evenly distributed load without failure. • Manufacturer shall equally warranty cabinets used in both stationary and mobile applications. • Cabinets designated to store weapons will conform to requirements in AR 190-11 para 4 Include all associated freight/delivery charges to FOB Destination, (Site Visit) USPF&O MD, SSMO-CSMS, 303 Old Bay Lane Havre De Grace MD, 21078 Federal Acquisition Regulation (FAR) contract clause 52.211-6, "Brand Name or Equal" applies. Brand names referenced are used only to describe a standard quality of product that is acceptable. If quoting other than brand name, the contractor should include any descriptive data, illustrations, specifications, and/or drawings of the product being quoted. "Stanley Vidmar or equal too". Defense Federal Acquisition Regulation Supplement (DFARS) contract clause 252.225-7035, "Buy American - Free Trade Agreements - Balance of Payments" applies. The offeror must certify their product meets these requirements. The MDARNG intends to award a "single" firm fixed price contract. Partial quotations will not be considered. FAR provision at 52.212-1, Instructions to Offerors-Commercial Item, applies to this acquisition. Award will be made on the basis of lowest-price technically acceptable. Provision for Evaluation: Award will be made to the responsible contractor (See FAR Part 9) whose quote represents the lowest overall price while meeting the technical requirements. In accordance with FAR Subpart 13.106-1, the Government will consider the following for award in no particular order: Lowest Priced, Technically Acceptable. The Government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a government contract. All quotations must be received no later than 11:00 AM., Eastern Time, 20 May 2015.
