W911KB-15-R-0035 MOOSE CREEK BLUFF GUARDRAIL INSTALLATION AT THE CHENA RIVER LAKES FLOOD CONTROL PROJECT, NORTH POLE, ALASKA. THIS IS A SOURCES SOUGHT NOTICE ONLY for "Moose Creek Bluff Guardrail Installation at the Chena River Lakes Flood Control Project, North Pole, Alaska." OFFERS OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. Interested vendors are requested to respond to the primary point of contact by e-mail with the following: 1. Company Name 2. Small Business status and DUNS number 3. Relevant work experience with similar work 4. How much experience with Alaskan infrastructure work (years and type of work)? Moose Creek Bluff Guardrail Installation at the Chena River Lakes Flood Control Project, North Pole, Alaska This solicitation will be considered for a SMALL BUSINESS SET-ASIDE to include 8(a), Small Woman-Owned Business, Disabled Veteran-Owned business, and Hub Zone business. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about MAY 22, 2015. Access to the documents will be through a link on the FedBizOpps website: http//www.fbo.gov Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to this solicitation will also be available for download from the FedBizOpps website. DESCRIPTION OF WORK: Maintaining the integrity of flood risk management assets and providing safe recreational opportunities for the public are critical components of the Chena River Lakes Project mission. Toward these objectives, approximately 531 feet of guardrail will be installed along the toe of Moose Creek Bluff near milepost 345 along the Richardson Highway. A preexisting berm running the length of the proposed guardrail alignment will be removed by Chena Project Office personnel. The contractor may be required to re-grade as needed to level the area prior to guardrail installation. The contractor will be responsible for utility locates within the project area. The period of performance is between July 1 and August 28, 2015. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work. The Service Contract Act will apply. Type of contract is firm-fixed price. The estimated award date is June 5, 2015. If the project is cancelled, all proposal preparation costs shall be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAMS)/ Small Business Administration's Dynamic Small Business Search (DSBS) as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. The North American Industrial classification System (NAICS) code is 237310, which has a size standard of $36.5 million for a potential acquisition. The estimated magnitude of the project is $25,000 to $50,000. The resultant award is contemplated to be a firm fixed-price construction contract. The Davis-Bacon Act will apply. There is a requirement for the submission of performance and payment bonds. There is a requirement for insurance for work on a Government installation in accordance with FAR 52.228-5. The contractor shall have at least the minimum amounts of insurance as required in FAR 28.307-2. Therefore, the successful offeror shall have the capability to acquire such insurance.
