- SECURE MOBILE WORKSPACE This Request for Information (RFI) is issued solely for information and planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract; there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider, you are responsible for adequately marking proprietary, restricted or competition sensitive information contained in your response, and all information received in response to this RFI that is marked as proprietary will be handled accordingly. The Government does not intend to pay for the information submitted in response to this RFI, you will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI, and responders are solely responsible for all expenses associated with responding to this RFI. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Department of Veterans Affairs (VA) in developing its acquisition strategy and the associated Performance Work Statement. 1.RFI OBJECTIVE The primary purpose of this RFI is to seek information on existing technologies (or technologies with reasonable modifications) that can be used to meet the needs of the Department of Veterans Affairs (VA) for the Secure Mobile Workspace project as described in the DRAFT Product Description. Furthermore, this RFI serves to identify qualified contractors who are able to meet VA's requirements, determine the appropriate contract type (i.e., firm fixed-price, cost-reimbursement or time and material), understand commercial pricing practices, and gather other market information readily available. 2.BACKGROUND/SCOPE The mission of VA, Office of Information and Technology (OI&T), Enterprise Systems Engineering, Mobile Division requires a file collaboration tool comparable, or equal to, brand-name WatchDox. This tool shall allow for sharing devices across mobile platforms as well as via Windows and Apple desktops. The solution shall include software licensing, support, implementation, training, and license maintenance for the base year and up to four option years. VA desires information about comparable software or services available commercially that would provide all needed functionality for a lower price. The purpose of this RFI is to obtain information about such software and services. 3.REQUIREMENTS Please see DRAFT Product Description for detailed technical requirements. 4.SUBMITTAL INFORMATION This is an RFI only. It is requested that all contractors interested in this effort please note their interest by providing a response (electronic submission) of no more than ten (10) pages total, single-spaced, 12 point font. Responses should include all of the following (A-C): A.A Company Profile of no more than one (1) page which includes but is not limited to: "Company Name "Point-of-contact name, phone number, and e-mail address "Address "Dunn & Bradstreet number "Company size and socioeconomic category "Applicable North American Industry Classification (NAICS), "Any General Services Administration (GSA) Federal Supply Schedule (FSS) contracts or other Government-wide acquisition contracts (including NASA SEWP V and VA-specific vehicles) for which you are a prime contractor, contract numbers and relevant Special Item Numbers (SINs) and/or other Government contracts (if applicable) B.A Rough Order of Magnitude (ROM) of up to two (2) pages for all costs, including option years, that matches the need expressed in this RFI. The ROM shall include the estimated cost ranges separating product from support costs. The ROM should include the cost to satisfy the basic requirements inclusive of software purchases, licensing costs, software support, the maintenance costs associated with sustaining the licenses for the base year and option years, training, and on-site installation. Please note that this will likely be a firm-fixed-price contract or task order and travel will not be separate line item. However, for the ROM, travel should be delineated. C.A Technical Response/Capability Statement of no more than seven (7) pages addressing the requirements as described in the Product Description. Marketing material will not be accepted as an indication of capability. It is recommended- though not required- that in addition to the demonstrating how the Company will meet or exceed the requirements, that the following be included in the Technical Response/Capability Statement: "Up to three (3) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope, including the name of the project, award amount, contract type (Firm fixed-price, Time and Materials, etc.), role (Prime or Subcontractor), and a brief description of the work performed "Please identify any planned teaming arrangements, including the percentage of work the company will perform as the Prime Contractor In response to the RFI, interested contractors shall submit the above information by 3:00PM ET on May 22, 2015, via email to lindsay.simon2@va.gov.
