Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Department of Energy, Western Area Power Administration (WAPA), Desert Southwest Regional Office (DSW), intends to award a sole source purchase order under the authority of FAR 13.106-1(b)(1), to Altec Industries, Inc., 210 Inverness Center Drive, Birmingham, AL, 35242-4834 (Local Location: 2505 W. Durango St., Phoenix, AZ 85009), UNITED STATES, to replace the lower boom extension cylinder and repair the boom rest on Western-DSW?s Altec 125 bucket truck. This Altec 125 is our primary bucket for structures between 100 - 125 feet (80% of steel structures), bare hand work, and emergency call outs, and needs to be repaired as soon as possible. The basis for this sole source award is outlined in the Single Source Justification information below: 1. Identification of the agency and the contracting office. Western Area Power Administration (Western), Desert Southwest Region (DSW), G1500, 615 South 43rd Ave, Phoenix, Arizona, 85009 2. Description of supply or service required to meet the agency?s needs. This is an urgent, fixed-price, sole source requirement to Altec Industries, Inc., to replace the lower boom extension cylinder and repair the boom rest on Western-DSW?s Altec 125 bucket truck. This Altec 125 is our primary bucket for structures between 100 - 125 feet (80% of steel structures), bare hand work, and emergency call outs, and needs to be repaired as soon as possible. 3. The rationale or circumstances for limiting competition. Our mechanics inspected DSW?S Altec 125 bucket truck and realized that the lower boom rest was damaged. Diagnostics indicated that the cylinder internal bypass was worn and required replacement, which caused damages to the lower boom rest. Therefore, this requirement is to replace the lower boom extension cylinder and repair the boom rest on this Altec 125 bucket truck. Dielectric oil must also be removed from the bucket truck and installed new. Experience in this process is necessary. If an uncertified dielectric mechanic mixes any fraction of regular hydraulic with dielectric hydraulic oil due to lack of experience, when the line crews take the bare hand bucket to work on energized transmission lines this mixture will cause catastrophic damage to the equipment but most importantly, could kill anyone near or on the bucket truck. Other vendors that have been considered for these repairs during the market research process were not familiar with the process of replacing dielectric hydraulic oil, and requested/required further insight from the Government. Altec Industries, Inc. specializes in Altec heavy equipment and is a reliable vendor for items of this nature. They are also located locally, in Arizona, so the boom truck doesn?t have to be taken out of state to have the cylinder replaced and boom rest repaired. Again, because this is DSW?s primary bucket truck utilized for the work listed in section 2 above, it needs to be repaired as soon as possible. All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. No solicitation will be posted.
