Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a notice of intent to issue an Firm Fixed Price award on the basis of other than Full and Open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is not a Request for Quotes or Proposals. No contract award will be made based on responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a single source award for the US Army Medical Research Institute of Surgical Research (USAISR) that will provide preventative maintenance services on existing Edstrom VSB equipment that supports the core funcionality of the mission's critical infrastructure, security, safety and animal welfare of the research program. The USAISR is a world-class organization and clear leader in medical research. USAISR requires the use of a private company to provide preventative maintenance (pm) and remedial repair services for designated equipment will be performed twice (2) per year. These include verification, calibrations, adjustments, repairs and/or replacement of worn/defective parts due to normal use and conditions. Parts charges are included within the service agreement as defined in the Performance Work Statement. The equipment is only located in a USAISR building at Fort Sam Houston, TX. The contractor shall perform to the standards in this contract. Utilizing the annual and preventative mainenance services will allow the USAISR to Edstrom Industries, Inc. 819 Bakke Ave, Waterford, WI 53185-4227. Edstrom Industries, Inc. is qualified to optimize services to avoid loss of quality animal drinking water (resulting in compromised animal health in research animals) by providing pm, repair and emergency service in a timely manner. The total award amount, one 12 month base to include a one 12 month option, estimated to be $291,783.00. The contractor is expected to establishing processes and assign appropriate resources to effectively administer the equipment. Contractors who can provide USAMRAA with the required services are invited to electronically submit their capability statements that demonstrate clear and convincing evidence, that their firm will satisfy the government's technical requirement. Capability Statements should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
