Description
The US EPA intends to procure an Ultra Performance Liquid Chromatography/Triple Quadrupole Mass Spectrometer (UPLC/TQ) with three years of warranty coverage. The UPLC/autosampler the following requirements are needed: (1) Must include a chamber capable of controlling the temperature of the columns, with a range of temperatures from 8 to 80.0 oC. (2) Must include both an analytical pump and a secondary pump to control the online solid phase extraction system. (3) The primary pump must be a quarternary pump capable of flow rates from 0.1 to 8 mL/minute, with a maximum operating pressure of 15,000 psi at 5 mL/minute. (4) The secondary pump must be a quarternary pump capable of flow rates from 0.2 to 10 mL/minute, with a maximum pressure of 9,000 psi. (5) The acceptable pH range for the pump must be 2 to 12. (6) Both pumps must be capable of 0.1% flow accuracy for the range from 0.5 to 2 mL/minute flow rates and a > 0.05% RSD or > 0.01 min SD for flow precision. (6) The range of injection volumes must be from 10 to 1000 uL. The analytical requirements include the following performance from the mass spectrometry system: (1) It must be a triple quadrupole mass spectrometer with a dynamic mass range of at least 10-1850 Da. (2) Must be capable of obtaining at least a 50,000:1 chromatographic signal-to-noise analyzing reserpine at 1 ug in positive ion mode based on raw, unsmoothed data at a 0.8 mL/min flow rate at the 609 -> 195 MRM transition. (3) Must be capable of obtaining at least a 5000:1 chromatographic signal-to-noise analyzing chloramphenicol at 1 ug in negative ion mode based on raw, unsmoothed data at a 0.8 mL/min flow rate at the 321 > 152 MRM transition. (4) Must be capable of a 10,000 Da/s scan rate, with 250 MRM Scans/second. (5) Must be capable of a 30 ms polarity switching time. (6) Must have a dynamic range of at least 5 orders of magnitude from the limit of quantitation. (7) Must have full scan MS and selected ion monitoring, product ion scan, precursor ion scan, neutral loss or gain scan, and multiple reaction monitoring (MRM) modes. (8) Must be capable of operating in electrospray ionization and atmospheric pressure chemical ionization modes in both positive and negative ion modes. (9) Must have an integrated data system capable of controlling the instrument and associated liquid chromatograph and autosampler, acquiring data and performing subsequent data analysis. (10) Must be capable of being used with appropriate power conditioning equipment. (11) Must include two turbomolecular pumps for the detector. EPA intends to use the procedures of FAR 8.4, Federal Supply Schedules, for the majority of this procurement. The Agency believes that some items that are incidental, but necessary for the instrument, may not be on firms ¿ GSA scehdules based upon the Agency ¿s market research. FAR 8.403(f) allows ordering activity Contracting Officer ¿s to add items not on a firms ¿ for administrative convenience. EPA intends to include incidental items that may be required to make the instrument fully operational to any resultant GSA delivery order. These items may include warranty coverage above the standard manufacturer ¿s warranty up to a three year period. This may result in optional warranty periods inclusion on the delivery order for warranty coverage to cover three years after installation and acceptance. THIS IS NOT A REQUEST FOR QUOTES. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees.
