Description
This is a PRESOLICITATION NOTICE for VA256-14-R-1472 Dialysis Nurses, Technicians, and equipment. The Gulf Coast Veterans Health Care System (VA), 400 Veterans Ave, Biloxi, MS has a requirement for contractor to provide equipment, supplies, and personnel to render acute dialysis services to the veterans that qualify as beneficiaries of the Gulf Coast Veterans Health Care System. Services will be performed at the VA Biloxi facility and equipment can be stored there. A Requirements Firm Fixed Price with single award is proposed at this time. The NAICS code is 621492, Kidney Dialysis Centers (size standard of $38.5 million. This acquisition is being issued full and open competition. The RFP will be available on www.fedbizopps.gov under Department of Veterans Affairs on or around 22 May 2015 with questions due by 4th of June and full response packages due 11th of June. No paper copies of the solicitation will be provided. Dialysis nurses shall have current license and BLS certification and are required to be credentialed (VetPro) by the VA. ACLS certification is also preferred but not mandated. All staff that will need access to the VA facility and/or Computerized Patient Record System shall have background checks completed after award and prior to start date. The information above will be requested as part of the technical portion along with staff resumes at a minimum but is not all inclusive. All interested parties are reminded to be registered with System Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts. All responsible sources may submit a proposal which shall be considered. Evaluation preference points will be given to SDVOSB and VOSB once technical and past performance requirements are met. Award will be made on an all or none basis. (NOTE: Nephrologists/Physicians are contracted separately) ? Additional information: 1.Hemodialysis (HHD): a)Bedside/ICE (1:1) Hemo treatments: 230 yearly/19 monthly b)Multi-patient (2:1): Hemo treatments: 0 yearly/ 0 monthly (1 occasion that a 2nd machine was brought in due to census-very rare) c)Average duration of HHD treatment - unknown d)Dialysis treatment Room: No (however, room is provided to store equipment and supplies) 2.Peritoneal Dialysis (PD) Number of PD (CCPD and/or CAPD) treatments: 0 yearly/0 monthly 3.Continuous Renal Replacement Therapy -CRRT - (CVVH,CVVHD, CVVHDF, SCUF) Number of CRRT treatments: 0 yearly/0 monthly 4.Apheresis: Number of current apheresis procedures: 0 yearly/0 monthly 5.Equipment: Contractor to provide equipment and in addition, a technician to service and maintain this equipment. 6.Water System: A centralized water system is in place. 7.Hours/Wages: Availability required is 24/7. No on call pay is provided. Wage Determination will be issued with solicitation. ? The following supplies/items will be provided by the VA: 1.Heparin 2.Electrodes and monitoring equipment 3.Non invasive blood pressure monitoring machine 4.IV infusion pumps and tubing 5.IV administration sets 6.Normal saline 7.Dialysis Catheter 8.Syringes as needed 9.Hypodermic needles as needed 10.Iodine swabs and alcohol prep pads 11.Tape as needed 12.Gauze pads as needed (2x2 or 4x4)(sterile and non-sterile) 13.Gloves as needed (vinyl- small, medium, & large) (latex/non-powdered -small, medium, and large) 14.Surgical masks 15.Blood administration sets and appropriate blood filters 16.Pressure wrap bandage 17.Bed pans and urinals 18.Drinking cups and straws Any other supplies not provided by Contractor which are deemed necessary to perform required services and acceptable by VA. In instances when any of the foregoing is unavailable VA shall provide reasonable substitute item. The following supplies/items will be provided by the Contractor: 1.Artificial Kidneys 2.Arterial and Venous Blood Lines 3.Transducers 4.Dialyzing Fluid 5.Fistula Needles 6.Universal Connectors 7.Extension Clamps 8.Adapter Seal Clamps 9.Convertible Adaptors 10.Drain Set 11.Del Clamps 12.Treatment Record Contractor and VA agree that from time to time equivalent or state-of-the-art supplies and/or equipment may become available. Contractor may provide substitute if acceptable by VA.
